Through an interdisciplinary analysis of the rulings of the Court of Justice of the European Union, this book offers 'thick' descriptions, contextual histories and critical narratives engaging with leading or minor personalities involved behind the scenes of each case. The contributions depart from the notion that EU law and its history should be narrated in a linear and incremental way to show instead that law evolves in a contingent and not determinate manner. The book shows that the effects of judge-made law remain relatively indeterminate and each case can be retold through different contextual narratives, and shows the commitment of the European legal elites to the experience of legal reasoning. The idea to cluster the stories around prominent cases is not to be fully comprehensive, but to re-focus the scholarship and teaching of EU law by moving beyond the black letter and unravel the lawyering techniques to achieve policy results.

The bibliography lists the literature and State practice on the question of recognition in international law for the last two hundred years. It contains books and articles, ie. contributions to journals and other collected works such as Festschriften and Encyclopaedias, as well as (published and unpublished) theses, pamphlets, compilations of diplomatic documents and case notes. As many of the monographs on recognition in international law will not be available in all libraries, book reviews have been included in the bibliography in order to enable the user to decide whether it may be advisable to order a certain work by inter-library loan. Its 4,500 entries are arranged systematically according to subject categories in fourteen main sections. Each main section is further subdivided with ever-increasing specificity into sub-sections on codification, codification attempts, general studies, studies of certain recognition questions and studies of specific recognition cases. The bibliography employs a broad meaning of recognition. It is not restricted to the question of status of an authority or entity in international law but encompasses also the question of relations with it. As many of the recognition cases must be considered, and can only be understood, against their historic, political and sometimes even economic background, the bibliography includes not only purely legal treaties but also publications of a primarily historical, political or economic content which incidentally deal with aspects of recognition in international law. This is reflected by the titles of the 730 journals from more than 50 countries in 20 different languages which have been used to compile the bibliography. The bibliography contains both an author and a comprehensive subject index to enable users to locate works of a particular writer or a specific problem.

Debates over U.S. government policy frequently follow a philosophy of devolution in authority from federal government to local government. This concept opens the possibility of greater local involvement in national policy implementation—and provides international treaties an opportunity to advance global policy by incorporating the efforts of local actors into their implementation framework. Much of international policy involves enforcement through international-to-national linkages forming an “implementation chain,” but devolution offers the potential to extend the implementation chain by providing national-to-local linkages. This book explores the nature of such linkages, taking as a case study the Convention on the International Trade in Endangered Species (CITES) via its domestic analog in the U.S., the Endangered Species Act (ESA). The analysis employs both quantitative and qualitative methods including interviews, surveys, statistical analysis, and document review. The author concludes that while the framework of CITES enforcement in the U.S. allows for national-to-local extension of the CITES implementation chain, it also presents challenges that should be addressed by international policymakers who consider devolution as a way of assisting global policy. The book includes a Foreword by Scott A. Frisch, a professor of political science (and chair of the department) at California State University, Channel Islands. Frisch notes that "in this book Jonathan Liljeblad offers an enlightening and long-overdue look at the issue of local implementation of international policy.... Liljeblad is able to arrive at insightful conclusions as well as concrete recommendations for policymakers wishing to improve coordination and execution of international policies that rely on local governments for their implementation."
