The U.S.-Mexico border region is home to anthropologist Carlos VŽlez-Ib‡–ez. Between 1920 and 1933 the issue of prohibition proved to be the greatest challenge to Canada-U.S. relations. When the United States adopted national prohibition in 1920—ironically, just as Canada was abandoning its own national and provincial experiments with prohibition—U.S. tourists and dollars promptly headed north and Canadian liquor went south. Despite repeated efforts, Americans were unable to secure Canadian assistance in enforcing American prohibition laws until 1930. Bootleggers and Borders explores the important but surprisingly overlooked Canada-U.S. relationship in the Pacific Northwest during Prohibition. Stephen T. Moore maintains that the reason Prohibition created such an intractable problem lies not with the relationship between Ottawa and Washington DC but with everyday operations experienced at the border level, where foreign relations are conducted according to different methods and rules and are informed by different assumptions, identities, and cultural values. When are borders justified? Who has a right to control them? Where should they be drawn? Today people think of borders as an island's shores. Just as beaches delimit a castaway's realm, so borders define the edges of a territory, occupied by a unified people, to whom the land legitimately belongs. Hence a territory is legitimate only if it belongs to a people unified by a civic identity. Sadly, this Desert Island Model of territorial politics forces us to choose. If we want territories, then we can either have democratic legitimacy, or inclusion of different civic identities--but not both. The resulting politics creates mass xenophobia, migrant-bashing, hoarding of natural resources, and border walls. To escape all this, On Borders presents an alternative model. Drawing on an intellectual tradition concerned with how land and climate shape institutions, it argues that we should not see territories as pieces of property owned by identity groups. Instead, we should see them as watersheds: as interconnected systems where institutions, people, the biota, and the land together create overlapping civic duties and relations, what the book calls place-specific duties. This Watershed Model argues that borders are justified when they allow us to fulfill those duties; that border-control rights spring from internationally-agreed conventions--not from internal legitimacy; that borders should be governed cooperatively by the neighboring states and the states system; and that border redrawing should be done with environmental conservation in mind. The book explores how this model undoes the exclusionary politics of desert islands.

Examines how the US-Mexico border is seen through visual codes of surveillance When Donald Trump promised to “build a wall” on the U.S.-Mexico border, both supporters and opponents visualized a snaking barrier of concrete cleaving through nearly two thousand miles of arid desert. Though only 4 percent of the US population lives in proximity to the border, imagining what the wall would look like came easily to most Americans, in part because of how images of the border are reproduced and circulated for national audiences. Border Optics considers the US-Mexico border as one of the most visualized and imagined spaces in the US. As a place of continual crisis, permanent visibility, and territorial defense, the border is rendered as a layered visual space of policing—one that is seen from watchtowers, camera-mounted vehicles, helicopters, surveillance balloons, radar systems, unmanned aerial vehicles, and live streaming websites. It is also a space that is visualized across various forms and genres of media, from maps to geographical surveys, military strategic plans, illustrations, photographs, postcards, novels, film, and television, which combine fascination with the region with the visual codes of surveillance and survey. Border Optics elaborates on the expanded vision of the border as a consequence of the interface of militarism, technology, and media. Camilla Fojas describes how the perception of the viewing public is controlled through a booming security-industrial complex made up of entertainment media, local and federal police, prisons and detention centers, the aerospace industry, and all manner of security technology industries.
