This book explores Conditional Cash Transfers programs within the context of education policy over the past several decades. Conditional Cash Transfer programs (CCTs) provide cash to poor families upon the fulfillment of conditions related to the education and health of their children. Even though CCTs aim to improve educational attainment, it is not clear whether Departments or Ministries of Education have internalized CCTs into their own sets of policies and whether that has had an impact on the quality of education being offered to low income students. Equally intriguing is the question of how conditional cash transfer programs have been politically sustained in so many countries, some of them having existed for over ten years. In order to explore that, this book will build upon a comparative study of three programs across the Americas: Opportunity NYC, Subsidios Condicionados a la Asistencia Escolar (Bogota, Colombia), and Bolsa Famila (Brazil). The book presents a detailed and non-official account on the NYC and Bogota programs and will analyze CCTs from both a political and education policy perspective.

"Around the turn of the 21st century, new social policies started to develop all around the world. Bolsa Familia in Brazil, Progresa in Mexico, Superémonos in Costa Rica, Juntos in Peru... almost all Latin American countries have developed "conditional cash transfers" (CCTs), a new type of social policy usually conditioning benefits for poor families on their children going to school or attending health checkups. At the same time, some old industrialized countries famously known for being the heaven of the male breadwinner model have introduced surprising innovation in their welfare systems: in Germany massive investment in preschool childcare (Kita) since the early 2000s and the introduction of two "daddy months" in a German parental leave scheme in 2007; in Japan a well-paid parental leave in 2014 and universalization of free preschool education for ages 3-5 in 2017; in South Korea childcare facilities for children below the age of five made free of charge in 2013. Policies aimed at investing in children's care and education and in mothers' labor market participation seem to have bloomed almost everywhere. Worldwide there has been a sharp increase in access to secondary and tertiary education. One of the most fundamental questions for social scientists involves diffusion events; simply put, how do ideas spread and why do people embrace them? In Diffusion of Good Government: Social Sector Reforms in Brazil, Natasha Borges Sugiyama examines why innovations spread across political territories and what motivates politicians to adopt them. Sugiyama does so from the vantage point of Brazilian politics, a home to innovative social sector reforms intended to provide the poor with access to state resources. Since the late 1980s, the country has undergone major policy transformations as local governments have gained political, fiscal, and administrative autonomy. For the poor and other vulnerable groups, local politics holds special importance: municipal authorities provide essential basic services necessary for their survival, including social assistance, education, and health care. Brazil, with over 5,000 municipalities with a wide variety of political cultures and degrees of poverty, thus provides ample opportunities to examine the spread of innovative programs to assist such groups. Sugiyama delves into the politics of social sector reforms by examining the motivations for emulating well-regarded programs. To uncover the mechanisms of diffusion, her analysis contrasts three paradigmatic models for how individuals choose to allocate resources: by advancing political self-interest to gain electoral victories; by pursuing their ideological commitments for social justice; or by seeking to demonstrate adherence to the professional norms of their fields. Drawing on a mixed-method approach that includes extensive field research and statistical analysis on the spread of model programs in education (especially Bolsa Escola, a school grant program) and health (Programa Saúde da Família, a family health program), she concludes that ideological convictions and professional norms were the main reasons why mayors adopted these programs, with electoral incentives playing a negligible role.

Drawing on historical institutionalism and strategic frameworks, this book analyzes the evolution of the Workers' Party between 1989, the year of Lula's first presidential bid, and 2009, when his second presidential term entered its final stretch. The book's primary purpose is to understand why and how the once-radical Partido dos Trabalhadores (PT) moderated the programmatic positions it endorsed and adopted other aspects of a more catch-all electoral strategy, thereby increasing its electoral appeal. At the same time, the book seeks to shed light on why some of the PT's distinctive normative commitments and organizational practices have endured in the face of adaptations aimed at expanding the party's vote share. The conclusion asks whether, in the face of these changes and continuities, the PT can still be considered a mass organized party of the left.
