The Adivasis are indigenous peoples and are believed to be the first inhabitants of India. Adivasis have distinct languages, religions and forms of self-government, together with a deep bond to their land and respect for nature. However, India has ignored their demands to be recognized as indigenous and – as this Report demonstrates – taken steps which threaten the Adivasis’ very survival. Adivasis’ traditional homelands have been taken for industrialization; for coal, forest and mineral exploitation; for tourism developments; and for nature and wildlife parks. This ‘internal colonization’ has combined with the forces of globalization to forcibly displace Adivasis from their territories, and to ensure that while 85 per cent of Adivasis live in poverty, they receive little or none of the wealth extracted from their land. While discussing these India-wide issues, The Adivasis of India also explores the situation in three specific regions: Jharkhand, the Blue Mountains region and the North-East region. Here the Adivasis’ increasingly effective methods of campaigning and organizing to demand their rights are discussed, alongside the Indian state’s often violent and brutal responses to these movements. The Adivasis of India, written by activists on Adivasi issues, provides a full, yet accessible, historical and legal context to the Adivasis’ claims and to the Indian state’s policy developments towards Adivasis. Both are analysed and their practical implementation discussed. The Report is illustrated with several maps and tables. The Adivasis of India concludes with a call for an end to state violence and discrimination, and for a recognition and granting of the Adivasis’ rights. This is backed by a set of recommendations which could help protect Adivasis’ human rights and promote peaceful coexistence, meaningful development and equality for all. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. In the late seventies, Mahasweta Devi turned her attention to the marginalized tribals and untouchable poor of Eastern India, particularly Bihar and West Bengal. She travelled widely, living with and building an intimate connection with them; and she began to contribute articles to several leading newspapers and journals, drawing on firsthand experience. In 1980, she started editing a Bengali quarterly, Bortika, which she turned into a forum where poor peasants, agricultural labourers, tribals, factory workers, rickshaw pullers and all those who have no voice elsewhere could write about their lives and problems. This volume is a collection of her activist prose written between 1981 and 1992, including most of her articles in English from journals and newspapers like Economic and Political Weekly, Business Standard, Sunday, and Frontier, several Bengali pieces in translation and editorials from Bortika. The selection has been careful to include all her important writings on the issues which have preoccupied her over the years: short-sighted rural development projects, the degradation of tribal life and the environment, land alienation, and the exploitation and struggles of the landless and small peasants, sharecroppers, bonded labour, contract labour, and miners. She bears stern testimony to the harsh reality of their lives. Maitreya Ghatak, who has edited and introduced this collection, is a social researcher with considerable field experience, who has been closely associated with Mahasweta Devi s activism over the years. Mahasweta Devi is one of India s foremost writers. Her powerful fiction has won her recognition in the form of the Sahitya Akademi (1979), Jnanpith (1996) and Ramon Magsaysay (1996) awards, the title of Officier del Ordre Des Arts Et Des Lettres (2003) and the Nonino Prize (2005) amongst several other literary honours. She was also awarded the Padmasree in 1986, for her activist work among dispossessed tribal communities.

Jharkhand, the land of forest, named by the people of the neighboring plains, had been a safe haven of the indigenous peoples until the sixteenth century when the process of central state formation began to grow out of the nontribal matrix in the region. The states that emerged then fell under the direct influence and control of the great empires of successive periods that encroached upon the resources and lives of the indigenous peoples. They disrupted their egalitarian social system and their culture based upon a symbiotic relationship with their environment, forcing the indigenous people to retreat to even more inhospitable regions to rebuild their social structure. However, they were never able to fully escape the ever-increasing boundaries of the state, which eventually stripped the Jharkhand of its resources and left its people peasants. The modern Jharkhand movement, a continuation of the peoples' resistance to the encroaching state, has been widely covered in the media and academic circles. Various analytical reports, academic interpretations and political explanations, often holding contradictory views, have been published over a period exceeding the last five decades. The production of such a huge corpus of literature shows the strength of the movement, and the immense significance of the issues. Containing contributions by leading social scientists and activists, this volume furthers the discourse on the relationship between mainstream nationalism and the indigenous identity often termed ethnicity, as it relates to the nation state. In doing so, it helps civil society understand the relevance of autonomy and identity of the indigenous peoples of the country as a whole. Thebasic line of inquiry concerns the issues (dispossession from life supporting resources of land, forest, water and identity), the main cause (internal colonialism) and the remedy (provision of autonomy).

Tom Paine's 'Agrarian Justice' (1797) continues to inspire progressive politicians today as a source of two contemporary policies, Land Value Taxation and Universal (Basic) Income (Citizen's Income). His starting point was the belief, widespread until the end of the eighteenth century, that the Earth is the common property of humankind. Rather than advocating the common ownership of land, he proposed that landowners 'owe to the community a ground-rent', the market rent of their land. He advocated that this be paid into a fund to be used for the benefit of all, both as a lump sum payment on reaching adulthood and as a pension for older people. He is well worth reading for his passion and rhetoric. This publication also includes a riposte written in the same year by Thomas Spence, who had published a similar but more radical proposal in 1776. It also contains a 20th century re-statement of individual and common rights to the Earth and a summary of the relevance of Agrarian Justice today.
