Le 1er octobre 2018, la victoire de la Coalition Avenir Québec (CAQ) a marqué l’histoire du Québec en mettant fin à quatre décennies d’alternance entre le Parti libéral du Québec et le Parti québécois et à la polarisation idéologique entre le fédéralisme et l’indépendantisme. Ce nouveau gouvernement de centre droit s’est engagé à réaliser 251 promesses pour mieux répondre aux besoins économiques, aux inquiétudes identitaires et aux aspirations nationalistes des Québécois et Québécoises. Cependant, depuis mars 2020, celui-ci doit gérer une crise historique en santépublique tout en essayant de construire les fondements de son projet d’avenir pour le Québec. Le 3 octobre 2022, lors des élections générales, les citoyens et citoyennes du Québec auront l’occasion de se prononcer sur le bilan du gouvernement de la CAQ. Ce sera ultimement à eux de juger de la mise en oeuvre des promesses, de la gestion de la pandémie ainsi que du nationalisme autonomiste de François Legault et de son parti. Afin d’aiguiller le public, cet ouvrage collectif propose une évaluation non partisane de la performance du premier gouvernement d’un nouveau parti politique en tenant compte des conséquences de la crise sanitaire sur la réalisation de ses engagements. Nos collaborateurs et collaboratrices des milieux universitaire et journalistique posent un regard éclairé sur ce bilan en analysant rigoureusement les faits de ce gouvernement, que ses actions aient ou non fait l’objet de promesses électorales.

From the Chinese head tax to the Panama Papers, from the National Policy to the Canada-United States-Mexico Agreement, tax grievances always inspire private resentments and public debates. "The document "Indicators for the sustainable development of finfish Mediterranean aquaculture: highlights from the InDAM Project" reports the activities carried out during the first year of the InDAM Project "Indicators for Sustainable Development of Aquaculture and Guidelines for their use in the Mediterranean", in support to the GFCM CAQ Working Group on Sustainability in Aquaculture (WGSA). The project focuses on the practical use of the indicators for sustainable aquaculture and their adaptation to the Mediterranean Region. The methodology applied for the identification of the preliminary list of indicators was based on the PCI (Principles, Criteria and Indicators) approach and took into consideration the main outcomes and achievements of the recent projects carried out in the Mediterranean on the identification of indicators for sustainable aquaculture. The document also reports the results of the workshop on the "Selection of indicators for the sustainable development of aquaculture in the Mediterranean Sea" (27-28 November 2008, Montpellier, France), the expert meeting on "Indicators for the sustainable development of aquaculture in the Mediterranean Sea" (24-26 February 2009, Montpellier, France) and the workshop on "Guidelines and application of indicators for sustainable development of aquaculture" (19-20 November 2009, Salammbô, Tunisia), with recommendations given by the WGSA. This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.
