What does liberal order actually amount to outside the West, where it has been most institutionalised? Contrary to the Atlantic or Pacific, liberal hegemony is thin in the Indian Ocean World; there are no equivalents of NATO, the EU or the US-Japan defence relationship. Yet what this book calls the 'Global Indian Ocean' was the beating heart of earlier epochs of globalisation, where experiments in international order, market integration and cosmopolitanisms were pioneered. Moreover, it is in this macro-region that today's challenges will face their defining hour: climate change, pandemics, and the geopolitical contest pitting China and Pakistan against the USA and India. The Global Indian Ocean states represent the greatest range of political systems and ideologies in any region, from Hindu-nationalist India and nascent democracy in Indonesia and South Africa, to the Gulf's mixture of tribal monarchy and high modernism. Is liberal democracy appropriate for East Asia? In this provocative book, Daniel Bell argues for morally legitimate alternatives to Western-style liberal democracy in the region. Beyond Liberal Democracy, which continues the author's influential earlier work, is divided into three parts that correspond to the three main hallmarks of liberal democracy--human rights, democracy, and capitalism. These features have been modified substantially during their transmission to East Asian societies that have been shaped by nonliberal practices and values. Bell points to the dangers of implementing Western-style models and proposes alternative justifications and practices that may be more appropriate for East Asian societies. If human rights, democracy, and capitalism are to take root and produce beneficial outcomes in East Asia, Bell argues, they must be adjusted to contemporary East Asian political and economic realities and to the values of nonliberal East Asian political traditions such as Confucianism and Legalism. Local knowledge is therefore essential for realistic and morally informed contributions to debates on political reform in the region, as well as for mutual learning and enrichment of political theories. Contrary to widespread belief, the United States has been following a broadly consistent grand strategy across presidential administrations for more than a century by using American power to create and expand the liberal international system. This liberal order is the outer perimeter of American security. Today, after the wars in Iraq and Afghanistan, some are calling for a policy of restraint or pulling back because they believe America is relatively safe and its resources are overstretched. Paul D. Miller argues that they are wrong. American security and the liberal international order need US leadership and are in jeopardy from nuclear-armed autocracies, violent non-state actors, and the failed states who harbor them. In response, the United States should not pull back but should continue to promote five pillars of American grand strategy: maintaining a favorable balance of power among the great powers, defending the U.S. homeland from attack, promoting democracy, investing in good governance abroad, and punishing rogue actors that threaten allies or the stability of the international system. Miller does however call for reprioitzing where around the globe the United States should focus its energies in the future, and he proposes common sense reforms to the US national security state so as to better manage foreign policy.

This book examines the logic behind the shifts and paradigm changes within the scholarship on peacebuilding. In particular, the book is concerned with examining if, and how, these shifts have significantly altered how we think about peacebuilding beyond the ‘liberal peacebuilding’ paradigm. To do so, the book engages with the logic of critique that has led to the emergence of different theoretical approaches to peacebuilding, from hands-on institutionalisation, to the ‘local turn’. It uses the case of Kosovo to understand how a lessons-learnt approach facilitated the shift towards more invasive and intrusive forms of peacebuilding first. However, it is also crucial to understanding the recent local turn, as the rise of local ownership discourses in Kosovo is fundamentally tied to the critiques of extensive international missions, and the associated resistance and marginalisation of local agency. The book examines the implications of the framing of ‘everyday’ agency in order to assess the extent to which these bottom-up approaches have been able to by-pass the problems attributed to the liberal peace approach. It argues that despite its critical and radical intentions, the local turn retains certain foundational modernist and positivist qualities that have so far characterised the very mainstream approaches these critiques claim to transcend. This book will be of much interest to students of peacebuilding, statebuilding, peace and conflict studies, security studies and International Relations in general.

What does it mean to be free? We invoke the word frequently, yet the freedom of countless Americans is compromised by social inequalities that systematically undercut what they are able to do and to become. If we are to remedy these failures of freedom, we must move beyond the common assumption, prevalent in political theory and American public life, that individual agency is best conceived as a kind of personal sovereignty, or as self-determination or control over one’s actions. In Freedom Beyond Sovereignty, Sharon R. Krause shows that individual agency is best conceived as a non-sovereign experience because our ability to act and affect the world depends on how other people interpret and respond to what we do. The intersubjective character of agency makes it vulnerable to the effects of social inequality, but it is never in a strict sense socially determined. The agency of the oppressed sometimes surprises us with its vitality. Only by understanding the deep dynamics of agency as simultaneously non-sovereign and robust can we remediate the failed freedom of those on the losing end of persistent inequalities and grasp the scope of our own responsibility for social change. Freedom Beyond Sovereignty brings the experiences of the oppressed to the center of political theory and the study of freedom. It fundamentally reconstructs liberal individualism and enables us to see human action, personal responsibility, and the meaning of liberty in a totally new light.
