This edited volume focuses on various forms of regionalism and neighborhoods in the Baltic-Black Sea area. In the light of current reshaping of borderlands and new geopolitical and military confrontations in Europe’s eastern margins, such as the annexation of Crimea and the war in Donbas, this book analyzes different types and modalities of regional integration and region-making from a comparative perspective. It conceptualizes cooperative and conflictual encounters as a series of networks and patchworks that differently link and relate major actors to each other and thus shape these interconnections as domains of inclusion and exclusion, bordering and debordering, securitization and desecuritization. This peculiar combination of geopolitics, ethnopolitics and biopolitics makes the Baltic-Black Sea trans-national region a source of inspiring policy practices, and, in the light of new security risks, a matter of increased concern all over Europe. The contributors from various disciplines cover topics such as cultural and civilizational spaces of belonging and identity politics, the rise of right-wing populism, region building under the condition of multiple security pressures, and the influence and regional strategies of different external powers, including the EU, Russia, and Turkey, on cross- and trans-regional relations in the area.

Recent decades have seen a degradation of the environmental quality in semi-enclosed seas, which are particularly sensitive to population pressures due to their naturally low flushing rates related to their geometry. The North Sea, Baltic Sea and the Black Sea are amongst the most seriously threatened seas in the Euro-Asian region. Each semi-enclosed sea has a distinct pattern of circulation, transport, mixing, associated with the particular geometry, topography, boundary processes, interior stratification, atmospheric forcing, ice fonnation, straits / sill controls, and the specific inputs of freshwater, nutrients and pollutants. The workshop investigated the distinctive physical and ecological characteristics of the three seas in a comparative manner, in order to identify the types of driving forces and dynamic controls operating on productivity, nutrient cycling, physical transport and mixing mechanisms. A comparative study of these controlling mechanisms would allow us to better understand ecosystem sensitivity in these different environments. The workshop presentations highlighted the complexity of the semi-enclosed seas related to the interaction amongst the physical, chemical and biological fields, and differences in time and space scales in each of the systems. Further, a strong climate signal exists in these systems, manifest in the interannual, interdecadal and longer term variability. Part of the variability appears connected with background climatic variability.

History and collective memories influence a nation, its culture, and institutions; hence, its domestic politics and foreign policy. That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. The area is the last unabashed rampart of Western Civilization in the East, and a point of convergence of disparate cultures. Marek Jan Chodakiewicz focuses on the Intermarium for several reasons. Most importantly because, as the inheritor of the freedom and rights stemming from the legacy of the Polish-Lithuanian/Ruthenian Commonwealth, it is culturally and ideologically compatible with American national interests. It is also a gateway to both East and West. Since the Intermarium is the most stable part of the post-Soviet area, Chodakiewicz argues that the United States should focus on solidifying its influence there. The ongoing political and economic success of the Intermarium states under American sponsorship undermines the totalitarian enemies of freedom all over the world. As such, the area can act as a springboard to addressing the rest of the successor states, including those in the Caucasus, Central Asia, and the Russian Federation. Intermarium has operated successfully for several centuries. It is the most inclusive political concept within the framework of the Commonwealth. The Black Sea presently faces severe ecological disequilibrium due primarily to eutrophication and other types of contaminants, from atmospheric, river and landbased sources. Major contaminants include nutrients, pesticides, hydrocarbons and heavy metals. Among the most critical contemporary concerns are eutrophication and associated deterioration of water quality, plankton blooms, hypoxia and anoxia, loss of biodiversity and decline of living resources. A better understanding of conditions leading to eutrophication and of the associated changes during the last four decades, is being carried out at national , regional and international levels. High quality scientific research has been conducted in all Black Sea riparian countries (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine). In addition, several successful regional research programmes (e.g., CoMSBlack, NATO-TU Black Sea, NATO-TU Waves, EC-EROS 2000 Phase III, IOC Black Sea Regional Center with Pilot Projects 112) and one major environmental management program (GEF-BSEP) have been successfully launched. New international efforts like the Black Sea Commission, the Black Sea Program Coordination Unit, the Black Sea Economic Cooperation (all situated in Istanbul), together with the Convention for the Protection of the Black Sea against Pollution (Bucharest, 1992) and the Odessa Interministerial Decleration (1993) attest to the economic and political importance of these problems and the attention presently paid to this endangered sea.
