Disentangling a controversial history of turmoil and progress, this Handbook provides essential guidance through the complex past of a region that was previously known as the Balkans but is now better known as Southeastern Europe. It gathers 47 international scholars and researchers from the region. They stand back from the premodern claims and recent controversies stirred by the wars of Yugoslavia’s dissolution. Parts I and II explore shifting early modern divisions among three empires to the national movements and independent states that intruded with Great Power intervention on Ottoman and Habsburg territory in the nineteenth century. Part III traces a full decade of war centered on the First World War, with forced migrations rivalling the great loss of life. Part IV addresses the interwar promise and the later authoritarian politics of five newly independent states: Albania, Bulgaria, Greece, Romania, and Yugoslavia. Separate attention is paid in Part V to the spread of European economic and social features that had begun in the nineteenth century. The Second World War again cost the region dearly in death and destruction and, as noted in Part VI, in interethnic violence. A final set of chapters in Part VII examines postwar and Cold War experiences that varied among the four Communist regimes as well as for non-Communist Greece. Lastly, a brief Epilogue takes the narrative past 1989 into the uncertainties that persist in Yugoslavia’s successor states and its neighbors. Providing fresh analysis from recent scholarship, the brief and accessible chapters of the Handbook address the general reader as well as students and scholars. For further study, each chapter includes a short list of selected readings.

In writings about travel, the Balkans appear most often as a place travelled to. Western accounts of the Balkans revel in the different and the exotic, the violent and the primitive − traits that serve (according to many commentators) as a foil to self-congratulatory definitions of the West as modern, progressive and rational. However, the Balkans have also long been travelled from. The region’s writers have given accounts of their travels in the West and elsewhere, saying something in the process about themselves and their place in the world. The analyses presented here, ranging from those of 16th-century Greek humanists to 19th-century Romanian reformers to 20th-century writers, socialists and ‘men-of-the-world’, suggest that travellers from the region have also created their own identities through their encounters with Europe. In recent years, western discourse about the Balkans, or “balkanism,” has risen in prominence. Characteristically, this strand of research sidelines the academic input in the production of western representations and Balkan self-understanding. Looking at the Balkans from the vantage point of “balkanism” has therefore contributed to its further marginalization as an object of research and the evisceration of its agency. This book reverses the perspective and looks at the Balkans primarily inside-out, from within the Balkans towards its “self” and the outside world, where the west is important but not the sole referent. The book unravels attempts at regional identity-building and construction of regional discourses across various generations and academic subcultures, with the aim of reconstructing the conceptualizations of the Balkans that have emerged from academically embedded discursive practices and political usages. It thus seeks to reinstate the subjectivity of “the Balkans” and the responsibility of the Balkan intellectual elites for the concept and the images it conveys. Identifying and explaining common views, ideas and traditions, this volume challenges the concept of Serbian-Albanian hostility by reinvestigating recent and historical events in the region. Why was there such a far-reaching consensus concerning the utopian goal of national homogeneity in the first half of the twentieth century? Ethnic cleansing is analyzed here as a result of the formation of democratic nation-states, the international order based on them, and European modernity in general. Almost all mass-scale population removals were rationally and precisely organized and carried out in cold blood, with revenge, hatred and other strong emotions playing only a minor role.
