The Aviation Policy Framework is underpinned by two core principles: (i) Collaboration: achieved by working together with industry, regulators, experts, local communities to identify workable solutions; (ii) Transparency: decision making based on clear, independent information and processes. Today, the federal government possesses unparalleled authority over the atmosphere of the United States. Yet when the Wright Brothers inaugurated the air age on December 17, 1903, the sky was an unregulated frontier. As increasing numbers of aircraft threatened public safety in subsequent decades and World War I accentuated national security concerns about aviation, the need for government intervention became increasingly apparent. But where did authority over the airplane reside within America's federalist system? And what should US policy look like for a device that could readily travel over physical barriers and political borders? In Sovereign Skies, Sean Seyer provides a radically new understanding of the origins of American aviation policy in the first decades of the twentieth century. Drawing on the concept of mental models from cognitive science, regime theory from political science, and extensive archival sources, Seyer situates the development, spread, and institutionalization of a distinct American regulatory idea within its proper international context. He illustrates how a relatively small group of bureaucrats, military officers, industry leaders, and engineers drew upon previous regulatory schemes and international principles in their struggle to define government's relationship to the airplane. In so doing, he challenges the current domestic-centered narrative within the literature and delineates the central role of the airplane in the reinterpretation of federal power under the commerce clause. By placing the origins of aviation policy within a broader transnational context, Sovereign Skies highlights the influence of global regimes on US policy and demonstrates the need for continued engagement in world affairs. The last few decades have witnessed substantial liberalization trends in various industries and countries. Starting with the deregulation of the US airline industry in 1978, regulatory restructuring took place in further network industries such as telecommunications, electricity or railways in various countries around the world. Although most of the liberalization movements were initially triggered by the worrying performances of the respective regulatory frameworks, increases in competition and corresponding improvements in allocative and productive efficiency were typically associated with the respective liberalization efforts. From an academic perspective, the transition from regulated industries to liberalized industries has attracted a substantial amount of research reflected in many books and research articles which can be distilled to three main questions: (1) What are the forces that have given rise to regulatory reform? In this report the Transport Committee reject calls for a new hub airport east of London and urges the expansion of Heathrow where a third runway is long overdue. Building an entirely new hub airport east of London could not be done without huge public investment in new ground transport infrastructure, and there could be a substantial impact on wildlife habitat in the Thames estuary. The viability of an estuary hub airport would also require the closure of Heathrow - a course of action that would have unacceptable consequences. Adding new runways to expand a number of other existing airports will not, on its own, provide a long-term solution to the hub capacity problem. The report also rejects the notion of linking existing airports by high-speed rail to form a split-hub; the outcome from this would be highly uncompetitive in terms of passenger transfer times compared to competitor hubs overseas. Other recommendations cover: compensation for people affected by noise from expansion at Heathrow; a national strategy to improve road and rail access to major UK airports; ensure that the High Speed 2 (HS2) rail network serves Heathrow and develop dedicated rail services to serve Gatwick and Stansted; study how far Air Passenger Duty impacts on the UK economy; carry out an objective analysis of the impacts of introducing differential rates of Air Passenger Duty; promotion of airports in regions outside the south east and introduce an APD tax holiday for a 12-month trial period for new services from them.
