The dramatic surge in food prices from 2005 to 2008 seriously threatened the world's poor, who struggle to buy food even under normal circumstances, and led to protests and riots in the developing world. The crisis eventually receded, but such surges could recur unless steps are taken to prevent them. Using up-to-date information, the authors of Reflections on the Global Food Crisis identify the key causes of the food price surge, its consequences for global poverty, and the challenges involved in preventing another crisis. Breaking from many earlier interpretations, the authors conclude that the crisis was not primarily fostered by increased demand for meat products in rising economies such as China and India or by declines in agricultural yields or food stocks, or by futures market speculation. Instead, they attribute the rising food prices to a combination of rising energy prices, growing demand for biofuels, the U.S. dollar depreciation; and various trade shocks related to export restrictions, panic purchases and unfavorable weather. As part of their analysis, the authors also provide the first comprehensive review of both the macroeconomic and microeconomic consequences of the crisis, as well as a detailed comparison of the current crisis with the food price crisis of 1974. To prevent another crisis, the authors conclude that the global food system should be reformed through several key steps: make trade in agricultural commodities more free yet more secure; address long-term threats to agricultural productivity, such as climate change and resource degradation; scale up social protection in potentially food insecure countries; and encourage agricultural production in at least some of the countries now heavily dependent on food imports. As Brillant-Savarin remarked in 1825 in his classic text Physiologie du Goût, “Tell me what you eat, and I will tell you who you are.” Philosophers and political theorists have only recently begun to pay attention to food as a critical domain of human activity and social justice. Too often these discussions treat food as a commodity and eating as a matter of individual choice. Policies that address the global obesity crisis by focusing on individual responsibility and medical interventions ignore the dependency of human agency on a culture of possibilities. The essays collected here address this lack in philosophy and political theory by appreciating food as an origin of human culture and a network of social relations. They show how an approach to the current global obesity epidemic through individual choice deflects the structural change that is necessary to create a culture of healthy eating. Analyzing the contemporary food crises of obesity, malnutrition, environmental degradation, and cultural displacement as global issues of public policy and social justice, these essays display the essential interconnections among issues of social inequity, animal rights, environmental ethics, and cultural identity. They call for new solidarities and new public policies to ensure the sustainable practices necessary to the production and distribution of wholesome and satisfying food. Lévi-Strauss located the origin of ethics in table manners. This book provides a critical assessment of the contemporary global food system in light of the heightening food crisis, as evidence of its failure to achieve food security for the world's population. A key aspect of this failure is identified in the neoliberal strategies which emphasize industrial efficiencies, commodity production and free trade-ideologies that underlie agricultural and food policies in what are frequently referred to as 'developed countries'. The book examines both the contradictions in the global food system as well as the implications of existing ideologies of production associated with commodity industrial agriculture using evidence from relevant international case studies. The book's first section presents the context of the food crisis with contributions from leading international academics and food policy activists, including climate scientists, ecologists and social scientists. These contributions identify current contradictions in policy and practice that impede solutions to the food crisis. Set within this context, the second section assesses current conditions in the global food system, including economic viability, sustainability and productivity. Case study analyses of regions exposed to neoliberal policy at the production end of the system provide insights into both current challenges to feeding the world, as well as alternative strategies for creating a more just and moral food system.
