This paper documents the design, development, and demonstration of prototype automated performance measures for staffs using advanced command, control, communications, computer, and intelligence (C4I) systems. These prototype measures were implemented in a simulation based experiment to examine the impact of digital systems on future Battle Command training and performance assessment at the battalion and brigade level. A short review of previous research and relevant literature on automated measures is presented, followed by the design and development of the prototype measures, and a discussion of sample results and lessons learned. More detailed information can be found in Throne et al. (1999). The complete results produced from the automated measures are presented in the five-volume set of materials entitled Training and Measurement Support Package, Battle Command Reengineering III, Mounted Maneuver Battlespace Lab (Training and Measurement Support Package, 1999). Selected results from this effort are also included in the Mounted Maneuver Battlespace Lab's (1999a) Experiment Final Report.

"This research and development effort continues the work by the U.S. Army Research Institute for the Behavioral and Social Sciences (AM), Armored Forces Research Unit, Future Battlefield Conditions Team. It focuses on the design and development of automated training and performance evaluation techniques. A primary context for these efforts is digital brigade and below training requirements and environments. For this project, AM's objective was to design, develop, and demonstrate 20 prototype automated measures to improve training and evaluation for brigade and below command and staff performance. The prototype automated measures developed were implemented during the Future Combat Command and Control (FCC2) Concept Experimentation Program experiment conducted by the Mounted Maneuver Battlespace Lab (MMBL) at Fort Knox, Kentucky. The AM's purpose for participating in this experiment was to support the MMBL and the Army's need to gain additional information on future staff evaluation requirements in a virtual simulation environment, and gather feedback for improvements to the prototype automated measures developed during this effort."--DTIC.

The transition to the digital Army of Force XXI and beyond is characterized by challenges to how the Army will train, maintain, and operate as an information age force. In response to the concerns and issues resulting from digitization, the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), Armored Forces Research Unit, is engaged in the design and development of training and performance evaluation techniques to support Force XXI digital capabilities. This paper summarizes an ARI project that addressed training for leaders and staffs of future digital environments. Based on learning and performance research on team training and operations in digital environments, a training support package for a future-battlefield experiment was constructed. Coordination between ARI and the Mounted Maneuver Battlespace Laboratory (MMBL) at Fort Knox, Kentucky enabled the two organizations to work together as a team to accomplish multiple goals. Observations and data collection during implementation of the training led to formulation of a series of lessons learned on training content and training structure. These lessons are addressed to several audiences, including developers of future staff training and researchers conducting future systems experiments and training.
