This book was written in the frame of the OPTRES project, which was supported by the European Commission within the framework of the Intelligent Energy for Europe programme. The consortium, consisting of six European partners, analysed the effectiveness as well as the economic efficiency of currently implemented support schemes for renew-able energies in the electricity sector (RES-E) in the enlarged European Union. The analysis gives recommendations for future improvements of the existing RES-E promotion measures. Furthermore the consortium carried out an extensive stakeholder consultation, focussing on the identification of existing market barriers to the development of renewable electricity in the EU. The effectiveness and efficiency of current and future RES-E support schemes were analysed with particular focus on a single European market for renewable electricity products. Current best practices were identified and an assessment made of the (future) costs of RES-E and the relevant support necessary to initiate stable growth. The main barriers to a higher RES-E deployment as perceived by market actors and stakeholders were assessed.

This theme is firmly rooted in the Schumpeterian tradition in which an economic perspective is mutually embedded in a wider awareness of the role of other disciplines. Indeed since Schumpeter's time, the degree of specialisation within the social sciences has risen many fold, new sub disciplines continue to emerge, highly specialised theoretical tools and empirical methods continue to be developed, and new fields for the study of management and business overlap with the more traditional social sciences. There is, consequently, a need for connecting principles to offset the dangers of intellectual fragmentation. Evolutionary economics and evolutionary analysis more generally, certainly provide some of these connecting principles. Based on Africa's deep routed structural problems, the key aspect of a transformative regional integration is how to promote structural transformation by adapted strategies and policies for the African regional economic communities, for the Continental Free Trade Area, and for the Tripartite Free Trade Area. Regional integration in Africa is based on a conventional (linear) model, starting with trade preference zones and moving to free trade areas, customs unions, and monetary and economic zones, with the ultimate goal to reach political unity. Specific problems of a more transformative regional integration agenda are discussed, such as: ?food security and agriculture; industry development, enterprise growth and competition; and economic partnership agreements with extra-regional partners. In the final section, the impact of three global value chains of importance for Africa (diamonds, shea butter, and sesame) are considered on regions, on sub-regions, and on regional integration.
