Field manual (FM) 3-04.126, is intended for use by commanders, staffs, and United States military personnel expecting to operate and employ Army aviation attack reconnaissance units. This FM is the Army's doctrine for how to fight and sustain attack reconnaissance helicopter battalions, squadrons, companies and troops. The operational concepts described in this manual are based on Army doctrine as established in FM 1, FM 3-0, and FM 3-04.111. Emphasis is placed on modular force structure and the enhanced operational capability provided by Army aviation transformation. FM 3-04.126 applies to the Active Army, the Army National Guard/Army National Guard of the United States, the United States Army Reserve, and Army civilian employees across the spectrum of conflict, unless otherwise stated. It builds on collective knowledge and experience gained through recent operations, numerous exercises, and the deliberate process of informed reasoning. This publication is rooted in time-tested principles and fundamentals, while accommodating new technologies, and evolving responses to the diverse threats to our national security. This manual will also assist Army proponent schools in teaching attack reconnaissance helicopter operations. FM 3-04.126 describes attack reconnaissance organizations, missions, command and control (C2), tactical employment and sustainment. It describes the responsibilities and duties of essential personnel during training, operations and combat. This manual is authoritative but not considered inflexible. Each situation in combat must be resolved by an intelligent interpretation and application of the doctrine set forth herein. Standardized battalion, squadron, company and troop operations are necessary for the effective employment of aviation battalion task forces. To this end, like companies and troops should follow similar operational and employment procedures.

Today’s Army faces an environment much different from that which it prepared for in the Cold War. Massed armor battles on the plains of Europe, for which the Army was trained and equipped, have become much less likely while involvement in smaller and more limited conflict has become more probable. Future conflict is more likely to resemble Grenada, Panama, or Somalia than Desert Storm. As world demographics shift from rural to urban areas, the cities will increasingly become areas of potential conflict. They cannot be avoided as a likely battlefield, and have already played a prominent part in Army combat operations in the last decade. If the Army is to keep pace in this changing environment it must look to the cities when developing doctrine, technology, and force structure. The close battlefield of Mogadishu or Panama City is much different from the premier training areas of the National Training Center or Hohenfels. Yet aviators have been presented the dilemma of training for the latter environment and being deployed to the former. For most aviators facing urban combat, it is a matter of learning as they fight. To avoid the high casualties and collateral damage likely in an urban fight against a determined opponent, however. Army aviation must train and prepare before they fight. Attack helicopters are inextricably woven into the fabric of combined arms operations. But for the Army to operate effectively as a combined arms team in an urban environment, both aviators and the ground units they support must understand the capabilities and limitations attack helicopters bring to the battle. This paper presents an historical perspective of how attack helicopters have already been used in this environment. It also discusses the factors that make city fighting unique, and the advantages and disadvantages for attack helicopter employment in an urban environment, as well as implications for future urban conflicts.

Attack and reconnaissance helicopters must continue to be a force multiplier for future ground maneuver commanders. The problem is that attack and reconnaissance pilots have lost the skills of performing close combat attack and air-ground integration. Missions conducted in Operation Iraqi Freedom and Operation Enduring Freedom proved that attack and reconnaissance pilots were not trained on these tasks. For over twenty years, senior Army aviation commanders concentrated their training efforts for attack pilots on mainly performing deep attack helicopter operations. Additionally, reconnaissance pilots lost the skill of maneuvering with attack helicopters. Multiple asymmetrical threats in the contemporary operating environment will continue to create challenges for Army Aviation. Therefore, helicopter pilot training at the individual level through the unit level must incorporate lessons learned from combat. Deep helicopter attacks should not be removed from attack pilot training. However, additional emphasis should be placed on attack and reconnaissance helicopter pilots maneuvering in close combat support of the ground maneuver commander.
