It is based on interviews with employees and officials of relevant agencies and institutions, direct observations, and a review of applicable documents. The AFG program identifies fire dep't. that lack the tools and resources necessary to protect the health and safety of firefighting personnel and the public they serve, and provides direct financial assistance to meet these needs. Grants are awarded annually to eligible fire dep't. that address the program's priorities, demonstrate financial need, and maximize the benefits to be derived from the grant funds. In FY 2003, Congress appropriated $750 million for the program's implementation.
