The purpose of these terms of reference is to provide a statement of the process to be followed to meet government policy regarding mineral & energy resource assessment of proposed national park areas in northern Canada, and to reflect current government organizational structures and the social, economic, & political context in the Yukon and Northwest Territories. The document outlines the purposes of the mineral & energy resource assessment (MERA) process, lists members of MERA committees and working groups, outlines how the MERA process will contribute to the achievement of three goals of the Whitehorse Mining Initiative, notes the relationship of the MERA process to the process of establishing a national park, and discusses MERA funding, MERA products and reports, and public involvement & consultations in the MERA process.
