In 2018, the city of Cape Town faced the prospect of reaching ‘day zero’, that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups – states, civil societies, private sectors – coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of ‘avoiding day zero’.

Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. This book was published as a special issue of the International Journal of Water Resources Development.

It compiles and translates best available present scientific and technical knowledge on groundwater resources and their governance, which is often highly specialized, into simpler language and synoptic representations, accessible to a large public of policy and decision makers across development sectors. It serves as a technical basis for the visioning process, and for the definition of the Framework for Action on groundwater governance.This is one of 3 outputs of project GCP/GLO/277/GEF expected to be published under the names of its 5 partner organizations and widely circulated to policy and decision-makers in countries, as well as other stakeholders of groundwater governance and practionners around the world. This outputs provides the technical basis for the other two: A Global Vision for Groundwater Governance 2030 and Global Framework for Action to Achieve the Vision on Groundwater Governance.
