Any organization dedicated to providing "good local government" must seek optimum use of scarce resources to address the exploding demands of its constituency. The single greatest expense for government is labor. Government cannot afford despondent attitudes if it is to achieve maximum efficiency and effectiveness from this most valuable resource. Government would best serve it's customers if consideration to improving employee attitude was a principle goal of the administration. In 1985 Timmins Consulting conducted a survey of the attitude of the employees, including Firefighters, in the Montgomery County Government. That survey noted significant dissatisfaction, and suggested a variety of actions to improve attitude. Since that time the county government has enacted some changes affecting these employees.
