There has been increasing spate of violent conflicts in the North-Eastern part of Nigeria since 2009. The crises have defied several efforts aimed at resolving them and now require urgent attention from all stakeholders to find a lasting solution. The Boko Haram insurgency and other terrorists' activities, especially the Fulani Herdsmen/farmers' conflict has resulted in humanitarian crisis in which over 20,000 people have been killed and about 2.6 million displaced with property worth millions of Naira destroyed. The crises which are now extending to other parts of Nigeria and the sub-region of West Africa needs to be handled with all seriousness before the situation gets out of hand. Several strategies have been employed in resolving the crises, such as the use of the military, legal adjudication, setting up of dialogue committee, legislative approach and proposed granting of amnesty to the insurgents and terrorist groups. However, all these measures have not been able to resolve the crises. This research work assessed the different strategies that have been employed to stem the crises in the North-East with a view to identifying the loop-holes and bottlenecks that have deterred or hindered the resolution of the conflicts. Survey method was employed in the collection of data through the instrumentality of questionnaire. "Interviews were conducted in order to get first-hand information about the root causes of the conflicts from the people at the grassroots who are most affected by the crises. It is hoped that a thorough understanding of the causes, as well as, obstacles hindering the resolution of the conflicts will provide a headway toward finding alternative strategies such as the South Africa Truth Reconciliation Commission (TRC) and other Afro-centric strategies that could be combined with renewed democratic strategies towards finding lasting solutions to the lingering problems that have been on for over a decade and threatening the corporate existence of the country. Findings revealed the urgent need to re-appraise the current counter insurgency strategies and money laundering Acts which are the major strategies employed in resolving the ongoing conflicts, "Whilst employing alternative strategies (hybridization) with more focus on political economy approach which centres on addressing the root cause of conflicts such as poverty, unemployment, inequality and with emphases on preventive methods to conflict resolution and peace building.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

NGLS's latest Dossier focuses on one of the most compelling issues to be addressed in this century--resolving deadly conflict. It explores what we are doing as a human community to address such conflict and what we should be doing as the decade progresses. It highlights the fact that on one hand, there is a vibrant community of agencies and organizations working in the field of peacebuilding, but on the other hand, there is no overarching structure, little cohesion and extensive fragmentation in the field. The Dossier also advances the idea that the UN can play a much greater role in peacebuilding than currently acknowledged. Designing a Peacebuilding Infrastructure focuses on conflict prevention and peacebuilding, exploring issues such as structural and institutional prevention; the linkages between and among conflict prevention, development, governance and human rights; the importance of regional mechanisms and early warning systems; and the macroeconomic aspects of conflict, including corruption and small arms transfers. It also highlights the extensive work that NGOs have been undertaking, and the broad scope of innovative civil society initiatives. The objectives of this Dossier are threefold. It offers an overview of the current state of conflict prevention; it aims to broaden the discourse about how conflict and its prevention are perceived and addressed; and it offers a series of recommendations. This Dossier is also meant to serve as a resource tool.
