On December 31, 2015, the ten-member Association of Southeast Asian Nations (ASEAN) ushered in a new era with the founding of the ASEAN Community (AC). The culmination of 12 years of intensive preparation, the AC was both a historic initiative and an unprecedented step toward the area's regional integration. Political commentators and media outlets, however, greeted its establishment with little fanfare. Implicitly and explicitly, they suggested that the AC was only the beginning: Southeast Asia, they seemed to say, was taking its first steps on a linear process of unification that would converge on the model of the European Union. In The Indonesian Way, Jürgen Rüland challenges this previously unquestioned diffusion of European norms. Focusing on the reception of ASEAN in Indonesia, Rüland traces how foreign policy stakeholders in government, civil society, the legislature, academe, the press, and the business sector have responded to calls for ASEAN's Europeanization, ultimately fusing them with their own distinctly Indonesian form of regionalism. His analysis reframes the nature of ASEAN as well as the discipline of international relations more broadly, writing a narrative of regional integration and norm diffusion that breaks free of Eurocentric thought.

This book analyses the Association of Southeast Asian Nations (ASEAN) as a powerful actor in International Relations by examining how the ASEAN community has evolved, looking specifically at its relationship with the EU with regards to human rights. The book adds to important contemporary debates within constructivist theory, shedding light on the need for ‘critical’ constructivism that emphasises language and contestation and what that may entail. On an empirical level, it challenges the idea of an 'EU-centrism,' demonstrating how ASEAN is the major driving force behind its human rights and community aspirations, as well as within the ASEAN-EU relationship. Furthermore, this book engages with the introspection surrounding constructivism by addressing the trouble with 'norms,' and instead unpacking the relationship between ASEAN and the EU to show language power in play. In particular, the book looks at how language, or rather coercive language, helps us ‘see’ contestation in action, something that researchers sympathetic towards the idea of ASEAN’s ‘resistance’ have been unable to show through a focus on norms. This book discusses Vietnam’s relations with ASEAN in the period from the early 1970s to mid-1990s. The central puzzle in the study of Japanese foreign policy has been why Japan has continued to play a passive role in international affairs, despite its impressive economic and political power. Challenging this central puzzle, the core argument of this study is to present an alternative path for the study of Japanese foreign policy. In fact, in recent years Japanese foreign policy has become less dependent on the United States, more strategic towards Asia, and more energetic towards international and regional institutions. One of the main features is multilateralism in Japanese foreign policy, as shown by Japan’s active participation in the regional institutions. In pursuing multilateralism, Japan cooperated closely with the only durable regional body in Southeast Asia, to wit, the Association of Southeast Asian Nations (ASEAN). Given the fact that East Asian regionalism has been driven by ASEAN, it is of utmost urgency to investigate the emerging partnership between Japan and ASEAN. The central thesis of this study is thus to put Japan’s ASEAN policy into a proper perspective by asserting that Japan’s new policy initiatives towards ASEAN are not reactive, nor are they exceptions in a broader framework of merely reactive foreign policy.
