This thesis takes the form of a grant proposal for the Art Empowers! therapeutic arts program implemented and designed for the Chicago Park District Special Recreation department, serving people living with developmental disabilities. The mission of Art Empowers! is to enhance program participants' quality of life and build a sense of empowerment through accessible and adaptable art making and therapeutic art interventions. Art making for individuals with developmental and/or physical disabilities has been shown to enhance social relationships and language comprehension (Evans & Dubowski, 2001; Got Cheng, 2008; Lowenfeld 1957) and build self-esteem and confidence (Kiendl Hooyenga Trenn, 1997; Rodriguez, 2014). Art Empowers! is informed by art therapy and utilizes a therapeutic art education framework. It was developed and piloted at nine Chicago Park District Special Recreation locations and the program is currently independently contracted at Welles Park. This thesis project uses a grant proposal format to provide a visual and in-depth description of the Art Empowers! program, population served, staff, budget, program evaluation process, and narrative describing the Chicago Park District Special Recreation department. This proposal incorporates a review of relevant literature that includes a discussion of disability, the potential benefits of art therapy for people with disabilities, and the connection between therapeutic art education and special recreation. This thesis project concludes with a description of program evaluation that includes participant feedback that will continue to shape and improve the Art Empowers! program.

Systems and ideologies of oppression have created barriers for adults with intellectual and developmental disabilities (I/DD), which continue to limit their access to autonomy, self-determination, and self-advocacy today. While there is emphasis on the ways art therapy services can be a supportive opportunity for adults with I/DD to explore emotion, work creatively and flexibly, and take ownership and authority over their experiences, there is a need for the field to better understand the ways it upholds and perpetuates the ideologies and barriers of these oppressive systems in order to envision ways it could oppose them. Literature stresses the underrepresentation of disabled artists within mainstream arts communities as a manifestation of oppression and cites opportunities for them to showcase their work as being an empowering way to counter stigmatizing narratives and support autonomy. Through biweekly open studio time, culminating in the collaborative exhibition of artworks, this project explores this idea and the role of art-making and exhibition, as part of an art therapy approach, in supporting autonomous identity exploration with adults with I/DD. This collaborative effort between artists identifying as having I/DD and a non-developmentally disabled art therapy student amplifies the voices and experiences of artists within the disability community and envisions the improvement and/or development of resources and services within art therapy that maximize support for these individuals.
