Beginning in the early 1980s and continuing through the middle 1990s, the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) sponsored a comprehensive research and development program to evaluate and enhance the Army's personnel selection and classification procedures. This was a set of interrelated efforts, collectively known as Project A. Project A had a number of basic and applied research objectives pertaining to selection and classification decision making. It focused on the entire selection and classification system for Army enlisted personnel and addressed research questions that can be generalized to other personnel systems. It involved the development and evaluation of a comprehensive array of predictor and criterion measures using samples of tens of thousands of individuals in a broad range of jobs. The research included a longitudinal sample--from which data were collected at organizational entry--following training, after 1-2 years on the job and after 3-4 years on the job. This book provides a concise and readable description of the entire Project A research program. The editors share the problems, strategies, experiences, findings, lessons learned, and some of the excitement that resulted from conducting the type of project that comes along once in a lifetime for an industrial/organizational psychologist. Since operational conversion tables for the Armed Forces Women's Selection Test (AFWST-5 and -6)-based on a 1961 Air Force standardization--appeared to be scaled somewhat high for WAC potential enlistees, research was undertaken to bring the norms up to date. The tests were restandardized on a sample of 400 WAC enlisted women going through basic training at the WAC Center, and the new norms instituted. As a further evaluation, the basic trainee sample was doubled by including 400 women entering basic training in succeeding classes, and norms were again computed, this time on the larger group. Data were also obtained on 1000 examinees processed at Armed Forces Examining Stations in order to include rejected applicants, and norms were computed on the wider range sample. At the same time, data were obtained by which to analyze the effectiveness of the AFWST as predictor of performance in basic training and in a clerical training course. In the conversion based on the first WAC basic training sample, percentile scores for a given raw score were higher than in the earlier Air Force conversion, and permitted acceptance of a larger percentage of applicants. The two subsequent conversions based on WAC samples were almost identical with the first. The AFWST was found to be an effective predictor of academic grade in basic training. With respect to the clerical course, prediction was substantial both for academic grade and for total grade.

This report presents research on issues affecting the readiness of new Army personnel tests for implementation. These tests are from the battery developed under the Army's Project A to supplement the Armed Services Vocational Aptitude Battery (ASVAB). Specific tests were chosen for this research because they are being considered by the Department of Defense for implementation in preenlistment selection and classification. For this research, in 1990 new recruits at Fort Knox and Fort Benning took computerized tests of spatial, perceptual, and psychomotor abilities. Three possible sources of extraneous variance in the test scores were investigated: order effects, practice effects, and effects of changes in test instructions. In addition, pencil and paper versions of new biodata and spatial items were tested. As part of the work to counteract falsification on self-report instruments, forms of the Assessment of Background and Life Experiences (ABLE) were administered under various instructional sets. Finally, scores for two of the computerized tests were compared with archival scores on pencil-and-paper versions from Project A to determine possible effects of medium of administration on test performance. Approaches to dealing with the sources of variance other than ability are discussed, and needs for follow-on research are identified.
