The existence of warlords and warlordism is not a post-9/ll phenomenon. The international arms trade has a long history, and includes the sale of foreign weapons to Chinese warlords after the First World War. First published in 1982, this book remains the classic account of the arms trade in warlord China. The second edition includes a new preface that reframes the argument within the paradigm of critical militarism and state criminality. Arming the Chinese tells the story of the warlords who sought weapons for their expanding armies and of the merchants and governments in Europe, Japan, and the United States who provided them. Although the warlords were hearty individualists who retained control over domestic affairs and rarely relied on single foreign suppliers, the armaments trade, Chan argues, was a new form of imperialism, which perpetrated the continued Western and Japanese domination of China.

This edited volume examines the recalibration of the People’s Liberation Army’s (PLA) roles and missions in China’s domestic and foreign policymaking since Xi Jinping’s ascension to power in late 2012. This book explores how China’s growing military prowess, along with Beijing’s ongoing shift away from "keeping a low profile," owes much to the policies of the China’s Communist Party under Xi Jinping’s leadership. This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals. In the quarter century after the founding of the People's Republic of China in 1949, Beijing assisted Vietnam in its struggle against two formidable foes, France and the United States. Indeed, the rise and fall of this alliance is one of the most crucial developments in the history of the Cold War in Asia. Drawing on newly released Chinese archival sources, memoirs and diaries, and documentary collections, Qiang Zhai offers the first comprehensive exploration of Beijing's Indochina policy and the historical, domestic, and international contexts within which it developed. In examining China's conduct toward Vietnam, Zhai provides important insights into Mao Zedong's foreign policy and the ideological and geopolitical motives behind it. Throughout the 1950s and 1960s, he shows, Mao considered the United States the primary threat to the security of the recent Communist victory in China and therefore saw support for Ho Chi Minh as a good way to weaken American influence in Southeast Asia. In the late 1960s and 1970s, however, when Mao perceived a greater threat from the Soviet Union, he began to adjust his policies and encourage the North Vietnamese to accept a peace agreement with the United States.
