The North American Arctic addresses the emergence of a new security relationship within the North American North. It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.

In July 2018, CSIS embarked on a major analytical assessment that centered on the following research question: What will be the strategic consequences for the United States by 2050 if America’s two near-peer military competitors, China and Russia, continue to develop their long-term economic and security interests in the Arctic, but the United States does not? Russia’s growing economic and military ambitions in the Arctic, as well as China’s increased physical presence in the region, underscore that both nations have long-term strategic designs for the Arctic region. Data analysis, satellite imagery, and scenario development all demonstrate the continued growth of Russian and Chinese presence in the Arctic and heighten the sense of stasis in the U.S. military and economic presence. Unless the United States wishes to lose access to portions of the Arctic and have increasingly diminished capabilities to defend and deter attack against the homeland, the United States must return to the Arctic.

Science in the Arctic changed dramatically over the course of the nineteenth century, when early, scattered attempts in the region to gather knowledge about all aspects of the natural world transitioned to a more unified Arctic science under the First International Polar Year in 1882. The IPY brought together researchers from multiple countries with the aim of undertaking systematic and coordinated experiments and observations in the Arctic and Antarctic. Harsh conditions, intense isolation, and acute danger inevitably impacted the making and communicating of scientific knowledge. At the same time, changes in ideas about what it meant to be an authoritative observer of natural phenomena were linked to tensions in imperial ambitions, national identities, and international collaborations of the IPY. The Arctic has often been seen as a natural area, or even a “wilderness”, where mainly indigenous and subsistence activities have been prominent. Contrary to this, the present volume highlights the very long historical development of resource use systems in northern Europe, across multiple actors and multiple levels, and including varying population groups. The book takes a past-present-future perspective that illustrates the paths to institutional emergence, change or persistence over time. It also illustrates how institutions may themselves drive changes, through a focus on resource use cases in northern Europe.
