Nesse caso, a AB têm aspectos fundamentais para contribuição, sendo eles: Ser base (como um serviço descentralizado); Ser resolutivo (identificando a demanda da população, criando vínculos entre os diferentes grupos sociais); Coordenar o cuidado (elaborando projetos que visem o bem-estar, organizando e acompanhando os usuários, responsabilizar-se pelos mesmos de forma contínua e integrada entre os diferentes grupos e redes de saúde); e Ordenar as redes (reconhecendo a fragilidade da população, organizando e contribuindo na programação das necessidades). Com isso, observa-se o caráter estratégico das AB a fim de promover, reabilitar e prevenir a piora de seus usuários de modo integral. Nos casos de urgência e emergência é necessário antes de tudo acolher adequadamente o paciente e sua família, fazendo uma escuta qualificada para que se possa classificar os riscos de acordo com as vulnerabilidades, tendo uma boa resposta no primeiro atendimento. Para um atendimento rápido e capacitado, os serviços móveis são a melhor escolha. Este, objetiva a ordenação do fluxo, com atendimentos rápidos e resolutivos a vítimas com alterações na sua homeostase. O SAMU mostra-se efetivo para os atendimentos de baixa, média e alta complexidade. Algumas unidades por estes atendimentos são: USN, USA, equipe de aeromédico, equipe de embarcação, motolância e a VIR. Cada uma composta por profissionais altamente capacitados. Todo município com número igual ou maior a 500.000 habitantes poderão construir SAMU e também serão liberados a implantar centrais de regulação das urgências a fim de atuar em uma melhor resposta no atendimento médico, ordenando o fluxo dos rápidos atendimentos. Por outro lado, o município com população inferior a 350.00 mil habitantes, o projeto de implantação tem que ser analisado, para assim buscar um modo de adequar a cobertura dos serviços de pronto atendimento de forma descentralizada e eficaz.

Radioelectronic combat (REC) embraces the entire range of possibilities for manipulating the electromagnetic spectrum to military advantage. Options include electronic warfare, physical destruction of electronic targets, signals intelligence, and radio-electronic concealment and deception. Developed in the early 1970s by the Soviets, it is still poorly understood in the West. This study analyzes REC as a method of warfare with which Western military thinkers must reckon seriously at all levels of combat planning. It also provides a solid base of information on REC's origins, functional structure, and basic military goals. Equally important, it defines REC's greatest threat as conceptual rather than technological. Manipulating the electromagnetic spectrum depends more on thoughtful planning and centralized control than on sophisticated equipment¡ further, the Soviets appear to be ahead of the West in integrating the concept as an institutional part of military activity.
