The Degree of Urbanisation is a method to delineate urban and rural areas for international statistical comparison. It relies on geospatial data that are generally available in National Statistical Offices and can be implemented with open and free data and tools. This report explains the application of the Degree of Urbanisation method to the 2018 edition of the National Census of Colombia, using tools produced in the framework of the Global Human Settlement Layer project of the European Commission Directorate General Joint Research Centre. The Degree of Urbanisation is applied in a two-stage process to a population grid (obtained by combining the 2018 Colombian census data with a built-up surface layer extracted from Copernicus Sentinel-2 imagery): first grid cells are classified based on population size and density criteria, then small local administrative units are classified into cities, towns and semi-dense areas, and rural areas. The completeness and open data policy of the 2018 census of Colombia allows to classify small territorial units, and to disaggregate six demographic and housing variables by Degree of Urbanisation. These include sex ratio and access to infrastructure, like connectivity to internet and access to electricity among others. This technical report contains practical guidance for the application of the Degree of Urbanisation method to national demographic and housing census/surveys and complements the EUROSTAT manual on how to apply the Degree of Urbanisation, produced at the request of the 51st Session of the United Nations Statistical Commission.

Information, theory and policy response to the process of urbanisation are growing as scientific evidences and global statistics on urban population refine. The Global Human Settlement Layer (GHSL) provides baseline data to determine the share of population living in urban areas using the GHSL Settlement Model Grid (GHS-SMOD). The SMOD ports the Degree of Urbanisation (Dijkstra and Poelman 2014) in the GHSL environment and applies it globally. The degree of urbanisation refers to the share of the total population living in urban areas. The information on population distribution contained in the GHSL population layer (GHS-POP) and settlement typology from GHS-SMOD are available for four epochs: 1975-1990-2000-2015. GHS-POP and GHS-SMOD applied to urbanisation analysis are mainly used to estimate the shares of urban population per country in the different epochs, and to calculate the changes in the degree of urbanisation over time. This information is particularly relevant in support to policymaking as it quantifies the patterns of urbanisation, rural-urban transitions and population shifts. The sole relative change of the degree of urbanisation per spatial unit, is not a comprehensive indication of the demographic and spatial transformations taking place in that spatial unit (e.g. a country). The classification schema is also useful to develop and apply analytical methods and tools for better understanding of current and future urbanisation trends to inform development and cooperation actions. In this technical report, we present a formalised application of the "Demographic Factors of Change in Urbanisation Processes" model to monitor variations in the degree of urbanisation at country level, analysing its demographic determinants (urban, rural and total population). The report proposes a formalised abstract classification of the cases of degree of urbanisation variations. The classification is then applied to the countries in the Region "Europe" as per the 2018 Revision of World Urbanization Prospects published by the United Nations Department for Economic and Social Affairs.

The Degree of Urbanisation Territorial Units Classifier (GHS-DU-TUC) Tool (- version 3) is an information system developed in the framework of the Global Human Settlement Layer (GHSL) to produce the classification of territorial units based on the Degree of Urbanisation and extract related statistics. The GHS-DU-TUC v3 is designed as an operational tool to perform the second stage required to apply the Degree of Urbanisation released as standalone tool and as ArcGIS Toolbox. This tool is conceptualised to be deployed after the application of the GHSL tools GHS-POP2G and GHS-DUG but it accepts in input population grids produced by means of any other procedure respecting the described constrains. This document contains the description of the GHS-DU-TUC Tool use, the rationale for the stage 2 to apply the Degree of Urbanisation (the classification of territorial units) and the comprehensive description of the outputs. The tool is a capacity enhancement asset in the framework of the multi-stakeholder effort for the uptake of the Degree of Urbanisation, the people-based harmonised definition of cities and settlements recommended by the 51st Session of the United Nations Statistical Commission as the method to delineate cities and rural areas for international statistical comparison. The GHS-DU-TUC, as all GHSL Tools, is issued with an end-user licence agreement, included in the download package.

The report presents findings from the 2018 revision of World Urbanization Prospects, which contains the latest estimates of the urban and rural populations or areas from 1950 to 2018 and projections to 2050, as well as estimates of population size from 1950 to 2018 and projections to 2030 for all urban agglomerations with 300,000 inhabitants or more in 2018. The world urban population is at an all-time high, and the share of urban dwellers, is projected to represent two thirds of the global population in 2050. Continued urbanization will bring new opportunities and challenges for sustainable development.
