This book presents a radically new approach of how societies can bring corruption under control. Since the late 1990s, the detrimental effects of corruption to human well-being have become well established in research. This has resulted in a stark increase in anti-corruption programs launched by international organizations such as the World Bank, the African Union, the EU, as well as many national development organizations. Despite these efforts, evaluations of the effects of these anti-corruption programs have been disappointing. As it can be measured, it is difficult to find substantial effects from such anti-corruption programs. The argument in this book is that this huge policy failure can be explained by three factors. Firstly, it argues that the corruption problem has been poorly conceptualized since what should count as the opposite of corruption has been left out. Secondly, the problem has been located in the wrong social spaces. It is neither a cultural nor a legal problem. Instead, it is for the most part located in what organization theory defines as the 'standard operating procedures' in social organizations. Thirdly, the general theory that has dominated anti-corruption efforts -- the principal-agent theory -- is based on serious misspecification of the basic nature of the problem. The book presents a reconceptualization of corruption and a new theory -- drawing on the tradition of the social contract - to explain it and motivate policies of how to get corruption under control. Several empirical cases serve to underpin this new theory ranging from the historical organization of religious practices to specific social policies, universal education, gender equality, and auditing. Combined, these amount to a strategic theory known as 'the indirect approach'.

This edited volume empirically maps and theorises NATO-ISAF’s contribution to peacebuilding and reconstruction in Afghanistan. The book provides a contextual framework of the NATO participation in Afghanistan; it offers an outline of the security situation in Afghanistan and discusses geopolitical, historical, and military factors that are related to it. It argues that a general underlying factor is that although the stated goals of the Afghanistan mission may be similarly formulated across the ISAF coalition, that are a great number of differences in the nature of coalition members’ political calculations, and share of the burden, and that this induces a dynamic of alliance politics that state actors attempt to either mitigate, navigate, or exploit - depending on their interests and views. The book asks why there are differences in countries’ share of the burden; how they manifest in different approaches; and how the actual performance of different members of the coalition ought to be assessed. It argues that understanding this offers clues as to what does not work in current state-building efforts, beyond individual countries’ experiences and the more general critique of statebuilding philosophy and practice. This book analyses the securitization of ethnic identities and social groups by the state in Afghanistan in the post-2001 context. Securitization is arguably the most successful theoretical framework to analyse security beyond the military confines. Yet, despite its broadening agenda, the securitization framework has been accused of a Western bias. This book analyses the extent and the modalities and practices of the securitization of ethnic identities and social groups (e.g. women) by the state in Afghanistan post-2001, which is especially relevant following the takeover by the Taliban in August 2021. It puts forward a more nuanced argument by analytically distinguishing and empirically testing state policies, practices, and perspectives on ethnic and social groups that are largely informed by the fear and legacies of civil war (1978–2001). The work argues that the traditional lack of a stable state identity that could function as a basis for ontological security in Afghanistan has resulted in a persistent state of fragility exacerbated by the legacies and fears of civil war that have had a direct impact on the development of the state’s perspectives on ethnic and social groups. Whilst the state does not necessarily indulge in explicit securitization practices and discourses, securitization often takes place through implicit activities to undermine ethnic and social groups’ ability to enter political, economic, and socio-cultural competitions fairly and equitably, which would, in turn, enable these groups to challenge the state. The securitization process, therefore, has had an impact on the ability of these groups to benefit from opportunities fairly and equitably. This book will be of much interest to students of critical security studies, statebuilding, Asian politics, and International Relations in general.
