The force of civilians employed at the proving ground, consisting of men of long experience in handling guns and explosives, and doing the technical work in connection with an ordnance proving ground, has been lost to the Department, and the operations now practicable at that point must be carried on by means of enlisted men taken from the arsenals, who will require very consider able instruction and practice to fit them for the proper discharge of their new duties. Excerpt from Annual Report of the Chief of Engineers to the Secretary of War, for the Year 1886, Vol. 2 of 3 Behind the west jetty the water has shoaled from 1 to 4 feet, the great est shoaling being found near the shore. From a point feet beyond the Clifton and between the new channel and the founds tion of the west jetty, laid in 1883, there has been a shoaling which extends out to the 12-foot depth. The decrease in depth is greatest near the jetty, and diminishes gradually toward the eastward. The bottom over this area is hard sand, and it is evident that the shoal ing has Mn due to the banking up of the westerly sand-drift against the west jetty; for in 1884 this sand bottom was found to extend 11 miles to the eastward of the west jetty, while now sand is only found in isolated spots farther to the eastward than feet from the west jetty, and at certain points it completely covers the foundation and has overflowed to the west of the jetty.
