The Columbia River Treaty, which provides for cooperative development of the water resources of the Columbia River basin, was signed in Washington, D.C. on January 17, 1961 by representatives of Canada and the U.S. This annual report, which covers the year from October 1 to September 30, describes activities of the Board, progress being achieved by both countries under the terms of the Treaty, operation of the Treaty projects, and the resulting benefits. Summaries of the essential features of the Treaty and of the responsibilities of the Board and the Entities are included. The report refers to items currently under review by the Entities, provides discussion regarding the operations of the Treaty reservoirs and of the resulting power and flood control benefits, and presents the conclusions of the Board.
