Considering the large agricultural interests Of the island and the variety of work which needs to be done by the station, the appropriation for its sup port by Congress should not be less than per annum. The station will, therefore, need such financial assistance from the Territory of Porto Rico as was given in the other States and Territories. Several new lines have been planned and put into effect. This has been made possible by the Congress of the United States providing additional funds for maintenance, which for the coming year amount to Out of this sum a chemical labora torv is being fitted up and a chemist and assistant chemist have been employed. It is hoped also to add a plant pathologist to the staff, per mitting the entomologist to devote all his time to that subject. The present greatest need of the station is a suitable building for carrying on the work of its various departments. Heretofore an aban doued sugar mill that. Stood on the plantation when purchased for the use of the station has been employed for this purpose, but. It is wholly unsuited to the requirements. A modern building situated on higher ground, with a system of ventilation and adapted to bacteriological and chemical work. Is much needed. In fact, it. Is absolutely required before. Department of Agriculture The weather conditions Of the year were good; in fact, crop' failures in Porto Rico are unknown. It is true that on the south side Of the island there is usually a shortage Of rain for the best growth Of the sugar cane, but with the development Of irrigation systems a crop is assured even here at all times. The increase in the production of the island has been due to better cultivation and fertilization rather than to the extension of the area planted. The better cultivation has been brought about by a study Of conditions and the extended use Of machinery. Labor in general has been plentiful and is considered cheap. It is getting scarce in some industries and, moreover, it is not cheap as compared with efficient machine lab'or. The man with the hoe at 50 cents per day can not compete with the man with the plow at $3 per day. The real way to economize labor is by placing ma chinery in its hands.
