In 2006, the fed. gov¿t. spent $13 billion -- 14% of its R&D expenditures -- to enable 38 federally funded R&D centers (FFRDCs) to meet special research needs. Present circumstances call for a critical reassessment of the role of federally funded research and development centers (FFRDCs), particularly, but not solely, within defense and intelligence acquisitions. Three major forces converge in favor of such a reassessment: (1) a defense drawdown and national security strategic re-set; (2) a broad federal budgetary contraction; and (3) a restructuring of the defense and intelligence industry that has substantially increased the availability of fully independent, skilled and cost-effective for-profit contractors. Perhaps surprisingly, there is strong evidence that FFRDCs are significantly more expensive than for-profit contractors on a per capita basis. Thus, in an era of fiscal austerity and retrenchment, it is time for Congress to review and redefine how FFRDC sponsors buy their systems engineering and other support services and take steps to ensure that excess costs are eliminated.
