This book provides an institutional costs framework for intelligence and security communities to examine the factors that can encourage or obstruct cooperation. The governmental functions of security and intelligence require various organisations to interact in a symbiotic way. These organisations must constantly negotiate with each other to establish who should address which issue and with what resources. By coupling adapted versions of transaction costs theories with socio-political perspectives, this book provides a model to explain why some cooperative endeavours are successful, whilst others fail. This framework is applied to counterterrorism and defence intelligence in the UK and the US to demonstrate that the view of good cooperation in the former and poor cooperation in the latter is overly simplistic. Neither is necessarily more disposed to behave cooperatively than the other; rather, the institutional costs created by their respective organisational architectures incentivise different cooperative behaviour in different circumstances. The bicultural polity of Cameroon has become problematic over the years. In addition to the increasing marginalization experienced by its English speaking component in many domains (politics, administration, economy, culture), it is facing mounting inequality and disarray despite the nation-building aspirations at reunification in 1961. This book examines the very basis of the union crisis by tracing the causes to the asymmetrical nature of negotiations between the contracting partners the founding fathers of the union and the politics of guile and force that has characterized the regimes in Yaound. From a federal model that takes the equality of the contracting parties as a given, the polity has developed into an ethno-regional patchwork designed by its architects to be essentially unequal in nature. Consequently, the segmented Anglophone community can exist only in contradiction within itself. They have been worked into the regimes statecraft of consciously maintaining or re-activating ethnic boundaries inherited from colonialism. An analysis of the cultural and linguistic dimension of the union shows contrasting drives between the assimilation/attempts to dominate by the French-speaking component and resistance by Anglophones. The analyses further show the projected harmonization and rollback by the State, the creative blends and the crystallization around continuing or reproduced colonial experiences, a fierce competition between elites with a drive to impose the culture of the demographically dominant and a refusal to accept the idea of a linguistic minority. The contentious experience, Yenshu Vubo argues, can still be remedied by reforms in a politics of possibilities.These reforms must be ready to re-examine the constitutional basis of the union by revisiting the often dismissed question of the form of the state defined as one and indivisible (a new federal architecture as requested by several political voices). Institutions should be restructured to attend to diversity issues and essential linguistic differences while consolidating any strategic gains of the union such as the creative blends and the acceptance of specifi cities of each community, statutory equality of citizenship and the essential clauses of the fi rst federation.

For nearly two centuries interaction between Spain and the United States was characterized by cultural and political differences, mutually perceived conflicts of national interest, and an asymmetry of power. Botero identifies the period from 1945 to 1953 as a watershed in relations, as the two countries moved from a hostile posture towards a friendly rapprochement. He shows why, in spite of political differences, mutual distrust, and reciprocal grievances, both governments found it in their best interest to reach an agreement on the issue of European defense. This study documents, for the first time, the extraordinary lengths to which the Franco regime was prepared to go to improve its relations with the United States. Beginning with the Spanish monarchy's decision to assist the thirteen colonies in their struggle for independence, Botero examines treaty negotiations in 1795 and 1821 that involved Spain's territorial possessions in North America. He then looks at how friction over events in Cuba culminated in the Spanish-American War of 1898. Several decades of mutual disengagement followed until the two nations again clashed over the early pro-Axis sympathy of the Franco regime. The fear of Soviet aggression would finally unite the two in the post-World War II era with a bilateral agreement to establish military bases in Spain as part of strategic arrangements to defend Western Europe.
