This report provides a summary of current developments in the U.S. Department of Agriculture's (USDA's) effort to establish a national animal traceability capacity with the intended goal of being able to rapidly identify and respond to an animal disease outbreak. National animal identification and traceability appear to have substantial economic value, yet federal proposals have proven controversial among certain segments of the U.S. cattle industry. This report provides background on animal ID and traceability in general, and the development of the current U.S. system of animal ID and traceability in particular. In addition, it reviews the claims and counter-claims of proponents and opponents of a national animal ID system, and describes many of the unresolved issues related to program development. Finally, two appendixes offer a brief chronology of the development of the U.S. National Animal Identification System (NAIS) and its successor program, and a brief description of the major international organizations involved in setting standards and rules for animal health and trade in animal products, along with summary descriptions of animal ID and traceability programs found in other major livestock producer and consumer countries.

On 5 February 2010, Secretary of Agriculture Vilsack announced that the USDA was revising its approach to achieving a national capability for animal disease traceability. The previous plan, called the National Animal Identification System (NAIS), first proposed in 2002, was being abandoned. In its place, the USDA proposes a new approach that will allow individual states (and tribal nations) to choose their own degree of within-state animal identification and traceability for livestock populations. Under this revised focus, states may choose to have no mandatory animal ID and traceability capability, or to rely on existing ID systems already in place to fight brucellosis, tuberculosis, and other contagious animal diseases, or to develop their own version of a more detailed birth-to-market ID system. This book provides a summary of current developments in the USDA's effort to establish a national animal traceability capacity with the intended goal of being able to rapidly identify and respond to an animal disease outbreak.

This publication constitutes a practical development tool, which implements the sustainable food value chain framework with a focus on small-scale livestock producers, targeting an audience of project design teams and policymakers. Small-scale livestock producers are important actors in food production, human health and management of landscapes and animal genetic resources. However, they face a number of challenges, which hamper their productivity, access to market, and competitiveness vis-à-vis their larger counterparts. By integrating the concepts of value addition and the three dimensions of sustainability, the sustainable food value chain framework not only addresses questions concerning the competitiveness, inclusion and empowerment of small-scale producers, but also incorporates the cross-cutting issues that are increasingly embedded in development projects. These guidelines take the user through the different steps of value chain development, highlighting the particularities of the smallholder livestock sector, such as multi-functionality, specific production cycles or food safety issues, through concrete examples.

"Substantial losses can occur if animal identification systems cannot quickly and adequately identify individual animals, the premises where they were located, and their movements throughout production and processing. This creates a need met by this study in determining how traceability systems should be designed and promoted in order to improve voluntary participation rate. This research utilized a survey of U.S. cow-calf producers to identify cow-calf producer preferences and perceptions regarding voluntary traceability systems and system attributes and in turn determined what type of voluntary traceability systems would receive the greatest support. Meeting this core objective allowed for better identification of the potential success of alternative voluntary traceability systems that could exist in the beef industry. A second tier of research questions included examinations of mandatory vs. voluntary NAIS [National Animal Identification System] preferences, self-revelation of current NAIS participation, and the most current concerns and important issues to cow-calf producers regarding traceability. Results have policy implications as the optimal voluntary traceability system hinges critically upon cow-calf producer perceptions of traceability systems and system attributes. Results indicate the importance of considering producers' perceptions and preferences regarding traceability when designing traceability systems"--Abstract.

Animal identification and recording serves multiple purposes in a country’s livestock sector. It is a prerequisite to establish and operate any genetic improvement programme. It also contributes to animal traceability and disease control, as well as to deterring stock theft. Traceability of animals and their products helps to ensure the safety and quality of animal products, and contributes to enhance market access and to generate larger incomes for producers and other players in the value chain. Animal recording systems are therefore not just an information system but a powerful tool for livestock development and for contributing to global demands for food security and poverty alleviation. To make animal recording systems effective, they must be supported by appropriate public and private policies, and a legal and institutional framework. These multiple uses of animal identification and recording highlight the need to adopt multipurpose systems that integrates animal identification and registration, animal traceability, animal health information and performance recording. The FAO guidelines for development of integrated multipurpose animal recording systems have been prepared with the objective of helping countries to design and implement such systems and to maximize the chances that they will be sustained. These guidelines put performance recording in a more general context, and hence to complement rather than replace the previous FAO guidelines. These guidelines focus primarily upon the process rather than the methods and the technology (e.g. details of the equipment and measurements), since the latter is sufficiently covered by other guidelines. Where necessary, the guidelines are formulated to suit low or medium input production environments.
