Marine recreational fishing is a popular activity enjoyed by more than 9 million Americans annually and is a driver of the American ocean-or blue-economy. To ensure that fish populations are not overexploited, the NOAA Fisheries' Marine Recreational Information Program (MRIP) monitors recreational catch through a variety of in-person, telephone, mail-in, and other surveys. NOAA Fisheries' management of recreational catch also must take into account annual catch limits (ACLs) established to prevent overfishing for all managed species in federal waters. While MRIP has worked to improve recreational catch surveys over the past decade, the surveys were never designed to meet the demands of in-season management of ACLs. In some cases, estimates of harvest have triggered accountability measures such as early season closures and reductions in future recreational ACLs, which have been a source of contention with the recreational fishing community. This report presents approaches for optimizing MRIP data and complementary data for in-season management and considers alternatives for managing recreational fisheries with ACLs to better serve both social and economic management objectives.

The first Wild Trout Symposium (1974) was sponsored by Trout Unlimited and the United States Department of the Interior. The second Symposium (1979) added the Federation of Fly Fisherman as a sponsor. Five years later (1984) the U.S. Department of Agriculture - Forest Service joined. In 1989 , the U.S. Environmental Protection Agency and the American Fisheries Society joined. These symposia began with a concentration on management, then recognized that more than 'management' was required in ongoing efforts to enhance wild salmonid fisheries. Subsequent symposia began to examine a broader range of environmental and social factors influencing wild salmonids. The originators hoped that each symposium would be a building block upon which the succeeding symposium could provide insights and research which future sessions could revisit. Along with the broadening of sponsorship, we have grown , we have gained recognition, and we look forward to expanding our contribution to the cause of wild salmonids. The international journal Ecohydrology & Hydrobiology (E&H) has been created to promote the concept of Ecohydrology, which is defined as the study of the functional interrelations between hydrology and biota at the catchment scale. Ecohydrology extends from the molecular level to catchment-scale processes and is based on three principles: • framework (hydrological principle) - quantification and integration of hydrological and ecological processes at a basin scale; • target (ecological principle) - necessity of enhancing ecosystem absorbing capacity and ecosystem services; and • management tool (ecological engineering) – the use of ecosystem properties for regulation the interplay between hydrology and biota. The journal encourages the submission of manuscripts which adopt an integrative approach to aquatic sciences, explaining ecological and hydrological processes at a river-basin scale or propose practical applications of this knowledge. It will also consider papers in other hydrobiological fields. Especially welcome are papers on regulatory mechanism within biocenosis and the resistance and resilience of freshwater and costal zones ecosystems. There is no page charge for published papers. All submitted papers, written exclusively in English, should be original works, unpublished and not under consideration for publication elsewhere. All papers are peer-reviewed.
