The Superfund program of the US Environmental Protection Agency (EPA) was created in the 1980s to address human-health and environmental risks posed by abandoned or uncontrolled hazardous-waste sites. Identification of Superfund sites and their remediation is an expensive multistep process. As part of this process, EPA attempts to identify parties that are responsible for the contamination and thus financially responsible for remediation. Identification of potentially responsible parties is complicated because Superfund sites can have a long history of use and involve contaminants that can have many sources. Such is often the case for mining sites that involve metal contamination; metals occur naturally in the environment, they can be contaminants in the wastes generated at or released from the sites, and they can be used in consumer products, which can degrade and release the metals back to the environment. This report examines the extent to which various sources contribute to environmental lead contamination at Superfund sites that are near lead-mining areas and focuses on sources that contribute to lead contamination at sites near the Southeast Missouri Lead Mining District. It recommends potential improvements in approaches used for assessing sources of lead contamination at or near Superfund sites.

Assessing natural resource damages often requires the use of nonmarket valuation techniques that were developed for use in benefit-cost analyses. Natural resource damage assessment dramatically changes the context for applying them. Two aspects of this context are especially important. First, damages are to be measured by the monetary value of the losses people experience, including their use and nonuse values, because of injuries to natural resources---a process requiring careful delineation of how the injuries connect to the resource's services. Second, a single identified entry---not generalized, anonymous taxpayers---must pay damages based on what is measured, and evaluations of the measurement techniques take place not in agency meeting rooms but in courtrooms. Contributors to Valuing Natural Assets examine the ways in which requirements for damage assessment change how the measures are used, presented, received, and defended. There has been a recent explosion of research incorporating a spatial dimension in environmental and natural resource economics, where the spatial aspects of human behaviour or the natural environment make a crucial difference in the analysis and policy response to the problem. Much of this research has been driven by the growing availability of spatially explicit social science data and the development of tools and methodological advances to use these data. Collected in this volume are 24 key articles considering the reasons for spatial variation in policies, due to either efficiency or equity considerations, and the consequences of that spatial variation for both environmental and economic outcomes. These articles demonstrate that the failure to address spatial issues in the analysis can create two problems: (1) the analysis provides a poor basis for predicting actual behaviour that is specifically based upon spatial considerations, and (2) the analysis fails to provide a basis for designing spatially targeted policies that could lead to more efficient outcomes.
