The goal of this qualitative dissertation is to explore why some international adoptions result in dissolution. I attempt to answer this question through the experiences of American parents who adopted children internationally and experienced dissolution of an adoption. The objective of the research is to expand existing knowledge concerning international adoption disruption because the topic is extremely understudied. Factors examined are: aspects contributing to adoption dissolution as described in existing literature; historical perspectives on adoption, including international adoption; effectiveness of adoption services as ways to enhance adoption outcome; proposed methodological approaches for adoption dissolution research; and results of the study. This study presents information to guide future research in the area of international adoption disruption, a greatly understudied topic. The results provide guidelines for adoption specialists working with families wishing to adopt internationally. In fiscal year 2012 there were over 50,000 U.S. adoptions with public agency involvement. While the federal government does not track domestic adoption disruptions and dissolutions it is generally estimated that they represent 10-25% of total adoptions. Disruption is the term used to describe the process when an adoption is not finalized and the child is returned to their prior situation, usually foster care. Dissolution refers to the legal severing of the relationship between the adoptive parents and the child after the adoption has been finalized. In addition to the legislation and agency rules, governments at all levels are looking at post-adoption services to contribute to the prevention of adoption disruption and dissolution.

The purpose of this study to identify service utilization, desire of services and helpfulness associated with adoption dissolution that exist in families who adopt children from foster care. This may lead to suggestions of ways community and child welfare agencies can better support local adoptive families with appropriate services through their adoption journey with the goal of lowering dissolution rates. Secondary data is used for the current study and was obtained through the CDC from a 2007 study for the National Survey of Adopted Children. Parents of 2,089 families were interviewed via telephone. The current study focused on 766 families who adopted their child from the United States Foster Care system. Nineteen families out of 766 indicated during the survey that they had considered dissolution and their use or desire of services is compared to 19 randomly selected families from the 747, who had indicated never considering dissolution. The findings from this study indicated there is a statistically significant difference in utilization of services among families who had considered dissolution and the non-dissolution families who indicated not wanting or desiring to access services. The three services that had a statistically significant difference in helpfulness included mental health services for the child, family counseling, and meeting with an adoption agency for post adoption services and support. Families who had considered dissolution found these three services less helpful at addressing the targeted concerns compared to families who did not consider dissolution. The topic of adoption dissolution is a scarcely studied subject in the area of social work and true numbers of dissolution occurrences are difficult to track. It is the hope through this thesis project that service needs and access rates will support a change in how we view post-adoption families.

This volume reports the results of a large-scale survey of families who adopted children with special needs: older children, minority children, handicapped children, or sibling groups. In contrast to much of the current literature which focuses on adoption disruption, this study shifts the focus of inquiry to intact families. It assesses perceptions of social work services, parent-child relationships, family functioning, child behavior, school performance, and other aspects of adoptive family life. Rosenthal and Groze compare outcomes for different types of adoptions, including adoptions of children of different ages, adoptions by minority families, transracial adoptions, single-parent adoptions, adoptions by less educated and less wealthy families, adoptions by foster parents, adoptions of children with handicaps, and sibling group adoptions. The authors offer solid advice, based on their sample of 800 respondents, regarding various aspects of practice in the field of adoption, including selection of families, preparation of families and children, and useful follow-up services.
