Book Description
“Net neutrality,” a dry but crucial standard of openness in network access, began as a technical principle informing obscure policy debates but became the flashpoint for an all-out political battle for the future of communications and culture. Net Neutrality and the Battle for the Open Internet is a critical cultural history of net neutrality that reveals how this intentionally “boring” world of internet infrastructure and regulation hides a fascinating and pivotal sphere of power, with lessons for communication and media scholars, activists, and anyone interested in technology and politics. While previous studies and academic discussions of net neutrality have been dominated by legal, economic, and technical perspectives, Net Neutrality and the Battle for the Open Internet offers a humanities-based critical theoretical approach, telling the story of how activists and millions of everyday people, online and in the streets, were able to challenge the power of the phone and cable corporations that historically dominated communications policy-making to advance equality and justice in media and technology.

Book Description
The CFR-sponsored Independent Task Force report, Defending an Open, Global, Secure, and Resilient Internet, finds that as more people and services become interconnected and dependent on the Internet, societies are becoming increasingly vulnerable to cyberattacks. To support security, innovation, growth, and the free flow of information, the Task Force recommends that the United States and its partners work to build a cyber alliance, make the free flow of information a part of all future trade agreements, and articulate an inclusive and robust vision of Internet governance.

Book Description
An analysis of the failure of U.S. broadband policy to solve the rural–urban digital divide, with a proposal for a new national rural broadband plan. As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.

Book Description
"Network neutrality is one of the most contested issues in communications law today. Those in opposition maintain thtat the rights of network owners are at stake. Supporters argue that the Internet's open architecture is at risk as are the rights of Internet users to freely publish and access information. Despite this connection to free speech, up to this point there has been little discussion about the First Amendment implications of network neutrality. Using the idea of a right of access to the media, Bagwell uncovers legal precedent that would give First Amendment support to network neutrality rules"--Provided by publisher.

Book Description
Access to broadband connectivity is a country s passport to the global information society and knowledge economy the future. However, the adoption and use of broadband technology today remains extremely uneven and threatens to create a new digital divide. At the end of 2009, countries in North America and the European Union accounted for more than 50 percent of the world s 1 billion fixed and mobile broadband subscriptions, but South Asia and Sub-Saharan Africa together accounted for less than 3 percent. The experience with mobile telephony though shows the potential for growth in the information and communication technology sector in developing countries. Almost 75 percent of the world s mobile telephone subscriptions are in low- and middle-income countries, which have also promoted exciting innovations and realized significant economic development benefits. In fact, a growing number of countries are seeking to spur broadband development. To aid governments as they design their own programs, this volume offers examples and ideas from some of the most successful broadband markets: particularly the Republic of Korea, but also Finland, France, Japan, Sweden, the United Kingdom, and the United States. 'Building Broadband' does not suggest a universal solution but rather provides a long list of policies and programs organized within a strategic framework that allows solutions tailored to country circumstances. The essential building blocks identified are useful everywhere because they focus on improving incentives and the climate for private investment. This is a policy that even countries with very limited resources will be able to exploit.

Book Description
Both authors have taught the course of “Distributed Systems” for many years in the respective schools. During the teaching, we feel strongly that “Distributed systems” have evolved from traditional “LAN” based distributed systems towards “Internet based” systems. Although there exist many excellent textbooks on this topic, because of the fast development of distributed systems and network programming/protocols, we have difficulty in finding an appropriate textbook for the course of “distributed systems” with orientation to the requirement of the undergraduate level study for today’s distributed technology. Specifically, from - to-date concepts, algorithms, and models to implementations for both distributed system designs and application programming. Thus the philosophy behind this book is to integrate the concepts, algorithm designs and implementations of distributed systems based on network programming. After using several materials of other textbooks and research books, we found that many texts treat the distributed systems with separation of concepts, algorithm design and network programming and it is very difficult for students to map the concepts of distributed systems to the algorithm design, prototyping and implementations. This book intends to enable readers, especially postgraduates and senior undergraduate level, to study up-to-date concepts, algorithms and network programming skills for building modern distributed systems. It enables students not only to master the concepts of distributed network system but also to readily use the material introduced into implementation practices.
