The report reviews the structure, performance, competitive factors and future directions of the textile and downstream industries; the international setting, concentrating on such factors as the MFA, VERs and the MTN; analyzes the tariff structures of Canada, the EEC, Japan and the U.S., then shows the actual tariff comparisons focusing in particular on differences in tariffs between Canada and the U.S.; describes the illustrative tariff options developed by the Tribunal staff; then sets out recommendations and the rationale underlying them.
