Evolution of Information Technology in Educational Management As the editors of this volume we are very happy to publish a selection of the papers that were presented at the eighth Conference of Working Group 3.7 of the International Federation for Information Processing which was held in July 2008. The focus of Working Group 3.7 is on ITEM: Information Technology in Educational Management (for more information, please visit our website http://item.wceruw.org/), and the theme of its 2008 conference was on the Evolution of Information Technology in Educational Management. Our Working Group started its activities (officially we were not an IFIP Working Group at that time) in 1994 in Israel, so it made sense to look at how ITEM has evolved over the years and to reflect on what its future may be. The conference took place in Darwin (northern Australia) which even during the Australian winter is a very pleasant location for having a conference. The town of Darwin was given its name by the Captain of the Beagle (the ship on which Darwin travelled when he made the investigations on which he based his Theory of Evolution) who came to the area and named the town after the giant of science he admired.

This book describes the design and evaluation of a computer-based information system for secondary schools in The Netherlands. It reports on three studies: (1) a pilot study; (2) the SCHOLIS project, which designed a computer-assisted system for school administration; and (3) the evaluation of the implementation of a computer-assisted Absentee Registration System (ARS). Following the introduction, chapter 2 discusses the rationale for the SCHOLIS project and describes a pilot study that examined available administrative software, new developments, and the effects of introducing computer-assisted school administration. Chapters 3 through 6 describe the goals and project activities of SCHOLIS, the design strategy, and design results. The sixth chapter reflects on the merits and demerits of the design strategy. Chapters 7 through 9 evaluate implementation of one of the SCHOLIS modules, the Absentee Registration System. A summary of results and their implications are included in the final chapter. Educators who wish to replicate the system should also consider the school decision-making processes and organizational features unique to their school. Program success would also be enhanced by government support, further research, and training for school administrators in the skills necessary for computer-supported policy formation. Twenty-five tables and nine figures are included. Appendices contain diagrams, information on the activities of absentee registration, interaction of the school system with the environment, an overview of the diagram hierarchy, glossary, and list of variables/indicators. Attempting fonnally to evaluate something involves the evaluator coming to grips with a number of abstract concepts such as value, merit, worth, growth, criteria, standards, objectives, needs, nonns, client, audience, validity, reliability, objectivity, practical significance, accountability, improvement, process, pro duct, fonnative, summative, costs, impact, infonnation, credibility, and - of course - with the tenn evaluation itself. To communicate with colleagues and clients, evaluators need to clarify what they mean when they use such tenns to denote important concepts central to their work. Moreover, evaluators need to integrate these concepts and their meanings into a coherent framework that guides all aspects of their work. If evaluation is to lay claim to the mantle of a profession, then these conceptualizations of evaluation must lead to the conduct of defensible evaluations. The conceptualization of evaluation can never be a one-time activity nor can any conceptualization be static. Conceptualizations that guide evaluation work must keep pace with the growth of theory and practice in the field. Further, the design and conduct of any particular study involves a good deal of localized conceptualization.
