The social market economy has served as a fundamental pillar of post-war Germany. Today, it is associated with the European welfare state. Initially, it meant the opposite. Rebuilding Germany examines the 1948 West German economic reforms that dismantled the Nazi command economy and ushered in the fabled 'European Miracle' of the 1950s. Van Hook evaluates the US role in German reconstruction, the problematic relationship of Chancellor Konrad Adenauer and his economics minister, Ludwig Erhard, the West German 'economic miracle', and the extent to which the social market economy represented a departure from the German past. This paper explains contribution of the September 1949 devaluations to the solution of Europe’s dollar problem. After the devaluations, the dollar value of exports to the United States from the devaluing countries in Europe recovered from the low levels of the second and third quarters of 1949, but this recovery, which restored exports in the first half of 1950 approximately to the 1948 level should be attributed in large part to the recovery in the US economy rather than to the devaluations. Between the first half of 1949 and the first half of 1950, Europe's dollar imports declined by one-third. Most of this decline occurred, however, between the second and third quarter of 1949, that is, before the devaluations. With imports generally controlled, the effect of the devaluations appeared much more in the reduction of pressure on the control authorities, the substitution of the price mechanism for at least part of the controls as barriers to imports, and the consequent more rational allocation of the relatively scarce dollars among different uses and different users.

First Published in 1982 West Germany presents a new approach to the study of contemporary Germany. The past history of the country is used to explain its present state, since the roots of many of the events of this century can be found as far back as the Middle Ages. In order to understand Germany’s relative backwardness in the nineteenth century, it is vital to have some conception of her medieval history, and likewise the descriptions of the constitutions of 1871 and 1919 help to explain why the Basic Law of 1949 took the form it did. The form the book takes is slightly unusual, in that the amount of space devoted to an epoch increases as the present-day approaches, but this is consistent with the aim of the book. This is an important historical document for scholars and researchers of German history and European history.
