This study adds to the literature specific practices and systems that contribute to successful charter schools. Nine open ended interviews were conducted, which were then read and coded to identify themes. Using a process consistent with the constant comparison method, codes were transferred into a separate document. To ensure novel code development, constant comparison involved a recursive check of the code list. The code list was considered complete after reaching a point of theoretical saturation whereby novel codes were no longer necessary to interpret uncoded interview content. Codes were then assembled into higher order themes based on shared meaning and content. Themes served as umbrella summaries of lower order coded meaning. Thus, themes provided an interpretive framework or "grounded theory" for the study sample.

In the wake of the tragedy and destruction that came with Hurricane Katrina in 2005, public schools in New Orleans became part of an almost unthinkable experiment—eliminating the traditional public education system and completely replacing it with charter schools and school choice. North Carolina public charter schools are schools of choice authorized by the State Board of Education. North Carolina has nearly 200 charter schools, which are evaluated for effectiveness annually by a tool called the Performance Framework. However, to date, the evidence collected through the Performance Framework has not been offered to scholars and school leaders as a resource for achieving effective charter schools. Furthermore, research has not been conducted to evaluate a school’s performance in relation to its ability to complete a successful charter agreement renewal, which is the vein of a charter school’s existence. the study examined operational, governance, and financial factors by utilizing evidence collected through the Performance Framework. I evaluated a sample of 11 schools using the descriptive studies nonexperimental method of research using the Performance Framework as the data source. This research found trends that led to the correlation of literature as reviewed in Chapter 2. School leadership matters. Schools that did not receive a 10-year renewal showed signs of struggle in multiple areas that were examined. This indicates a lack of oversight which is the direct responsibility of school leaders.

This report examines the operational and educational changes that school administrators attribute to charter schools. It is part of the U.S. Department of Education's 4-year study to document and analyze the charter-school movement. The study asked two questions: What changes have districts made in district operations and district education that can be attributed to charter schools? and Under what conditions do charter schools affect change in district operations and district education? To answer these questions, researchers conducted in-depth site visits in 14 school districts and interviewed by telephone administrators in 35 other districts. The results indicate that every district in the study reported being affected by charter schools and, accordingly, had made operational changes. Nearly half of the district leaders believed that their diminished budgets were attributable to charter schools and had begun tracking the number of students who attended these schools. Likewise, almost half of these leaders reported becoming more customer-service oriented, increasing their marketing and public-relations efforts, or heightening their frequency of communication with parents. Most districts also implemented new educational programs, made changes in educational structures in district schools, and/or created new schools with programs that were similar to those in the local charter schools.
