This thesis is a follow-on study to the Master of Business Administration (MBA) project, Grade Point Average as a Predictor of Success at Explosive Ordnance Disposal Training, completed in December 2009 by Lieutenant Sarah Turse and this author. The purpose of this thesis is to analyze, develop and provide a more accurate student graduation prediction model than the current model in place at Naval School Explosive Ordnance Disposal (NAVSCOLEOD). The school's current model was produced five year ago using ordinary linear regression. This outdated model was compared to the new model generated in this study using statistical techniques such as receiver operating characteristic (ROC) curves and the Hosmer-Lemeshow test. Our analysis finds that the student's branch of service, GPA, and the division in which the student failed each significantly impact predicting a student's future. We also find that the interaction between GPA and division also significantly impacts the prediction. Finally, we conclude that using a logistic regression instead a linear regression captures the binary output (graduated or did not graduate) better. Our improved model increases the prediction probability by roughly 2 percent using student data from 2004 to 2008.

This report describes three studies designed to predict performance in Explosive Ordnance Disposal (EOD) training. The general purpose of the research was to develop valid measures that could be used to identify qualified candidates and reduce attrition created by recruiting inappropriate personnel. The first study investigates psychological factors underlying successful completion of a 42 week training course. The second study identifies physical performance predictors of success in a preconditioning training program. The third study investigates both psychological and physical factors associated with completion of a 12 week Diver Second Class course. All studies used criterion- related validation strategies. Personnel selection test batteries were developed as a result of each study. Recommendations for test use by all services as well as specific measures for diver selection are discussed.

Throughout the 1990s, the Department of Defense has undergone numerous changes in an effort to save money and bring the military infrastructure in line with the National Security Strategy. One of the major ways of reducing military infrastructure has been through the Base Realignment and Closure program. Before an installation can be formally turned over to the local community, the military service owning the base has to certify that the land is environmentally safe for reuse. One of the greatest problems discovered on former weapons training installations is the numerous pieces of Unexploded Ordnance that were located either on the surface or just below the surface in soil that will be reworked for land development projects by local city developers. This thesis provides a comprehensive case study of the former Fort Ord installation as the Army goes through the process of cleaning up Unexploded Ordnance so that the property can be given to the City of Seaside, CA and other civilian entities. A mathematical model is developed to better estimate cleanup costs using historical cost data that could be used by the Defense Department prior to placing installations on any future closure lists.
