In July 1982, the engineer Studies Center was asked to assist the Directorate of Resource Management (then called the Resource Management Office) in improving Army Corps of Engineer (USACE) manpower management procedures. A major part of ESC's initial involvement was to be the design and implementation of mathematically-based methodology that among other things would allow Corps managers to: prioritize manpower assignments; consider function, organization, contratual, and appropriation features; and combine requirements and allocations in one integrated system. Several events occurred which shifted emphasis from methodology to standards development. Because of the promise of dthe system it was designing, ESC decided against simply abandoning the methodology. Instead, the progress that had been made would be documented and an exaple that would illustrate the desirable features of the model would be created. This report has a threefold purpose: to describe the events and considerations that argued against developing a new system prior to the availability of standards, to briefly define the linear programming approach, and to describe and illustrate the prototype allocations and requirements system that ESC believes satisfies USACE's stated needs. The U.S. Army Corps of Engineers provides design and construction management services for military and civil works programs. In 1986, the military programs for Army, Air Force, defense agencies, and several nondefense agencies exceeded $6 billion and required a 14,000-person work force to execute. Managers in USACE must continually adjust the work force to accommodate changes in the the size, location, and composition of the annual workload. To do this, they need the capability to quickly and accurately forecast manpower and funding requirements and to allocate the available resources to operating Divisions and Districts. We have developed the Corps of Engineers Resource and Manpower Management System (CERAMMS) to provide that capability for Military programs. This system enables managers to forecast manpower requirements, planning and design (P & D) funding requirements, and supervision and administration (S & A) funding requirements for all of USACE and its individual Divisions and Districts. It also enables managers to examine options for allocating resources to the Divisions and Districts.

In a world characterized by increasing complexity and volatility, managers must be able to flexibly adapt their strategies to changing environmental conditions. Traditional strategic management frameworks often fail in this context. Therefore, we present "scenario-based strategic planning" as a framework for strategic management in an uncertain world. Previous approaches to scenario planning were complex and focused on the long term, but the approach developed by Roland Berger and the Center for Strategy and Scenario Planning at HHL Leipzig Graduate School of Management is different. By designing appropriate tools and integrating scenario planning into strategic planning, we have made our approach less complex and easier for firms to apply.
