Excerpt from To Create the District Court for the Northern Mariana Islands: Hearing Before the Committee on the Judiciary, United States Senate, Ninety-Fifth Congress, First Session, on S. 2149; 1977 Senator deconcini (acting chairman). The committee will come to order at this time. The Committee on the Judiciary today will consider S. 2149, the bill to create a District Court for the Northern Mariana Islands. This bill, which was introduced by Chairman Eastland at the request of the administration, would implement article IV of the covenant to establish a Commonwealth of the Northern Mariana Islands in political union with the United States, Public Law 94 - 241. The President is expected to issue a proclamation early next year announcing the termination of the present territorial agreements and signaling the date upon which the Commonwealth and its new constitution will come into existence. Under the terms of the Commonwealth covenant, the United States is required to establish a court of record known as the District Court for the Northern Mariana Islands. Because it is extremely desirable to have such a court established at the time the Common wealth comes into existence, and thereby prevent a disruption in the legal system, it is important that the Congress act on this legislation prior to January of next year.
