To construct the prospect decision matrix, this research establishes a conflict degree measure of neutrosophic numbers and improves it to accommodate the stochastic multi-criteria group decision making. Moreover, we introduce the weighted average aggregation rule and weighted geometric aggregation rule of neutrosophic soft sets. Later, this study presents an algorithm for neutrosophic soft sets in the stochastic multi-criteria group decision making based on the prospect theory. Finally, we perform an illustrative example and a comparative analysis to prove the effectiveness and feasibility of the proposed algorithm.

For the stochastic multi-criteria decision-making problem, in which the information on criteria's weights is incomplete and the indices value of alternatives are in the form of interval neutrosophic fuzzy numbers, an interval neutrosophic random decision-making approach based on WYCIN certainty factor and prospect theory is proposed. According to the score function of interval neutrosophic fuzzy numbers and prospect theory, the MYCIN certainty factors of different alternatives in different indices are obtained. And the trust degrees of different indices are determined by using the grey incidence analysis. Then, the certainty factor fusion method in different indices is deduced to get the optimal alternative. And the best alternative is got by using the method. Finally, an example shows the feasibility and validity of this method.

Neutrosophic set, initiated by Smarandache, is a novel tool to deal with vagueness considering the truth-membership T , indeterminacy-membership I and falsity-membership F satisfying the condition 0 ≤ T + I + F ≤ 3. It can be used to characterize the uncertain information more sufficiently and accurately than intuitionistic fuzzy set. Neutrosophic set has attracted great attention of many scholars that have been extended to new types and these extensions have been used in many areas such as aggregation operators, decision making, image processing, information measures, graph and algebraic structures. Because of such a growth, we present an overview on neutrosophic set with the aim of offering a clear perspective on the different concepts, tools and trends related to their extensions. A total of 137 neutrosophic set publication records from Web of Science are analyzed. Many interesting results with regard to the annual trends, the top players in terms of country level as well as institutional level, the publishing journals, the highly cited papers, and the research landscape are yielded and explained in-depth. The results indicate that some developing economics (such as China, India, Turkey) are quite active in neutrosophic set research. Moreover, the co-authorship analysis of the country and institution, the co-citation analysis of the journal, reference and author, and the co-occurrence analysis of the keywords are presented byVOSviewer software.

We firstly present definitions and properties in study of Maji on neutrosophic soft sets. We then give a few notes on his study. Next, based on Cagman , we redefine the notion of neutrosophic soft set and neutrosophic soft set operations to make more functional. By using these new definitions we construct a decision making method and a group decision making method which selects a set of optimum elements from the alternatives.
