This open access book draws on award-winning cross-generational research comparing the complex and life-changing processes of settlement among Albanian migrants and their adolescent children in three European cities: London (UK), Thessaloniki (Greece), and Florence (Italy). Building on key concepts from the social sciences and migration studies, such as identity, integration and transnationalism, the author links these with emerging theoretical notions, such as mobility, translocality and cosmopolitanism. Ethnic identities, transnational ties and integration pathways of the youngsters and adults are compared, focusing on intergenerational transmission in particular and recognizing mobility as an inherent characteristic of contemporary lives. Departing from the traditional focus on the adult children of settled migrants and the main immigration countries of continental North-Western Europe, this study centres on Southern Europe and Great Britain and a very recently settled immigrant group. The result is an illuminating early look at a second generation “in-the-making”. Indeed, the findings provide ample grounds for pragmatic and forward-looking policy to enable these migrant-origin youngsters, and others like them, to more fully attain their potential. The book ends with a call to reassess the term “second generation” as it is currently used in policy and scholarly works. Children of migrants seldom see themselves as a particular and homogeneous group with ethnicity as an intrinsic identifying quality. More importantly, they make use of all the limited resources at their disposal, and view their integration processes through broader geographies – showing sometimes a cosmopolitan orientation, but also using localized reference points, such as the school, city, or urban neighbourhood.

This book provides an important new analytical framework for making sense of return, remigration and circular mobility, conceptualising them as different phases of a wider migration process. Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration. Is there an 'Albanian question'? If so, what is it? Is it a traditional 'national question', centred on the dream of a 'Greater Albania' that would gather in all the Albanian communities in the Balkans? Many outside observers, in particular among the Albanians' neighbours in the Balkans, see it that way and fear its destabilising consequences, but none of the contributors to this Chaillot Paper finds this scenario convincing. The core of the Albanian national question today is Kosovo, an issue that has the power to unite Albanians in the Balkans and in the sizeable diaspora communities spread across the globe. While the answer - for Albanians - is independence for Kosovo, beyond that, views diverge. It seems that only a minority of Albanians remain committed to the project of Pan-Albanian political unification. Most Albanians are fully aware of the diversity of interests of the various Albanian communities in the Balkans, who have lived in different states over the past century. The end of communism made it much easier for Albanians to keep in contact with each other, but this did not lead to greater national cohesion. The dramatic 'high politics' of the Kosovo issue tends to obscure the fact that for most Albanians, the most urgent questions today are not 'national' ones at all, but questions of economic underdevelopment, unemployment, the quality of democratic governance, political corruption and criminality, and the emigration of large numbers of the brightest and best of the younger generation. None of these challenges is unique to the Albanians, but they possess a particular asset in their young diaspora in the West, closely linked via the internet with young democracy activists in the Albanians' Balkans homelands. This new generation of Albanians aims to leap out of the isolation and introversion of traditional village and clan-based politics to form a new 'post-modern' transnational political community, committed to building democracy within their states and across them.

This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.
