The first decade of independence (1943-1952) was crucial to the political history of Lebanon, following the creation of the state in 1920 and the subsequent years of French tutelage. This period is defined by the presidency of Bishara al-Khuri, the first elected president, a founding father who played a vital part in forming the distinctive character of the Lebanese state and in Lebanon's later history, both rich and successful and troubled and tragic. During this period the old order in Lebanon, shaped over centuries, clashed with a 'new order', transforming Lebanese politics and society. Khuri's task was to protect Lebanon's fragile independence and to try to ensure political stability among warring factions – strife which in 1975 erupted in civil war causing immense disruption and suffering in Lebanon and with deep and widespread national and international effect. This book examines the modern history of post-mandatory Syria. The evolution of the Syrian ideology and policy of neutralism since the early stages of the Cold War is explained, and the effects that Arab neutralism had on shaping Syria's foreign policy and the shaping of its national identity are identified. The phenomenon of Arab neutralism has never before been comprehensively investigated. The prevailing belief is that the formulation and realisation of the policy of anti-alignment began only during Nasser's first years in power in Egypt. However, the author demonstrates that the roots of neutralism were already sown in Arab soil in the early 1940s, and that successive Syrian governments carved out this policy during the final stages of World War II. A core issue in the analysis is the dynamic between ideology and policy. A conceptual framework is developed to explain the various patterns of neutralism that emerged, and the complex of relationships between features exhibited by Syria, the Arab world, and the Third World. The book makes extensive use of newly declassified material gleaned from archives in India, the former USSR, Poland, Britain, the United States and Israel; primary sources, studied and interpreted in the original Arabic, are also widely utilised.

For almost forty years Syria has been ruled by a populist authoritarian regime under the Ba'th Party, led since 1970 by President Hafiz al-Asad. The durability and resilience of this regime is a striking contrast to the instability and intense social conflict that preceded the Bath's seizure of power, when Syria was seen as among the least stable of Arab states. This dramatic transition raises questions about how the Ba'th succeeded in constructing the institutions needed to consolidate a radically populist and authoritarian system of rule. The Ba'th's accomplishment also poses a significant theoretical challenge to the widely held view that populist strategies of state building are inherently unstable.Drawing on evidence from Syrian, American, and British archives as well as from published French and Arabic sources, Steven Heydemann explains the capacity of the Ba'th to overcome the obstacles that typically undermine the consolidation of radical populist regimes. He links the Ba'th's adoption of a radical populist strategy of state building, and its capacity to implement this strategy, to the dynamics of social conflict, state expansion, and structural change in the political economy of post-independence Syria. Arguing that conventional accounts of Syrian politics neglect the centrality of institutions and institutional change, Heydemann shows how shifts in the pattern of state intervention after 1946 transformed Syria's political arena.
