The study captures the results of a CSAF directed analysis on USAF command and control (C2). The study examined Air Force C2 in seven cases covering the spectrum of conflict to determine whether doctrine and organizational structures require change to fit uncertain and dynamic future scenarios. The study's results showed that USAF C2 design must change in order to increase its adaptability. An overall goal for adaptive C2 is offered along with six questions to aid a commander in creating adaptable C2 structures. The goal of adaptive C2 is to achieve unity of effort through integration at the appropriate organizational level, enabling agility and speed of action in delivering effects. The six questions address the following issues: the nature of an operation, available resources, capabilities of subordinate units, degree of trust and confidence, political risk, and the need to exploit interaction among the speed, range, flexibility, versatility, and battlespace perspective of Air Force capabilities.

"Today's defense environment is particularly challenging because (1) significant portions of the force are continuously engaged in a variety of operations, ranging from active combat to humanitarian assistance, over wide geographical areas where the needs for force projection are often difficult to predict, and (2) there is increasing pressure to operate more efficiently. And, although there has always been the need to relate combat support resource requirements to operational objectives, today's environment requires quick combat support actions to tailor deployable support packages and sustainment actions to meet specific operational needs. Furthermore, economic pressures are likely to continue and could result in further reductions in resources that are set aside to meet contingency operations. In addition to economic pressures, the inability to perfectly predict resource demands, the need to shift funding from one category to another to meet unanticipated needs, and the occurrence of unanticipated world events that require intervention contribute to having imbalances between needed agile combat support (ACS) resources and those that are available at any given time to simultaneously meet all requirements for contingency and training operations. This monograph describes ACS process gaps and recommends implementation strategies to facilitate changes needed to improve Air Force command and control through enhanced ACS planning, execution, monitoring, and control processes. This is partially due to our limited understanding of its history and the imprecise meaning of the words involved. Furthermore, the irregular conflicts in Afghanistan and Iraq (and the ongoing service debates in the Pacific) have demonstrated the need for a deeper understanding of this master tenet to advocate effectively for airpower solutions. A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
