Durch Verbesserungen der Kommunikations- und Transportmoglichkeiten wird die Erreichbarkeit der Stadte und somit auch ihre Konkurrenz untereinander zunehmend erhoht. Kleine und mittelgrosse Stadte (Small and Medium Sized Towns, SMESTOs"), die sich in Reichweite grosserer Zentren (zum Beispiel Metropolregionen) befinden, haben besonders unter dieser Konkurrenz zu leiden . Im folgenden Text soll dargestellt werden, welche Strategien in den ESPON Projekten (European Spatial Planning Observation Network) der Europaischen Union zur Entwicklung von SMESTOs vorgeschlagen werden. Dabei soll auch auf die verwendeten Methoden zur Definition von landlichen Raumen und SMESTOs eingegangen werden sowie anhand einiger Beispiele zur Anschaulichkeit der Erlauterungen beigetragen werde
