The former Secretary of State for International Development, the Rt Hon Andrew Mitchell MP, stopped payment of general budget support to Rwanda in July 2012.This was because of concerns about the role of Rwanda in the M23 rebellion in the Democratic Republic of the Congo. In September he re-instated half the aid as general budget support, and paid the other half directly to the education and agricultural sectors. Although there were concerns about the decision making process and whether the decision was correct. Mr Mitchell assured the Committee that he carried out consultations within the both Governments of the UK and Rwanda before making his decision. The new Secretary of State agreed that the decision-making process had been robust.As part of this process, the Prime Minister set out three conditions for the restoration of aid which the Committee believe to be reasonable and consistent with the aid agreement between the UK and Rwanda Governments. These were 1) Rwanda should engage constructively in the peace process, 2) it should publicly condemn the M23 Group and 3) there should be continuing ceasefire in the Kivus and practical support to the M23 should end.Among the main conclusions are : in the light of Rwanda's progress towards the Millennium Development Goal targets and its poverty reduction efforts, DFID should continue to provide aid to Rwanda; but as the Prime Minister's conditions have not been met, general budget support cannot continue; The Government of Rwanda should comply with all three of the Prime Minister's conditions before further general budget support is disbursed; Until then, DFID should consider alternative channels to deliver its aid.

Climate change threatens to destroy gains made in poverty reduction in many developing countries. Substantial funding will be needed to help poor countries tackle climate change. This funding must be additional to pledges already made for development assistance because developing countries are not responsible for the emissions which have caused climate change and the estimated costs cannot be met from existing development assistance or national budgets. The current economic crisis could derail efforts to tackle climate change or it could provide an opportunity to chart a new "greener" growth strategy in developing. Climate change should be central to the Department for International Development's (DFID's) work in developing countries and it needs to start establishing comprehensive climate change programmes. Sustainable management of the natural resource base is vital. DFID has focussed on water resources management and it should now consider the creation of marine and forestry management strategies to ensure that these sectors can continue to contribute to economic growth, in a sustainable manner. Developed countries should ensure that actions taken to reduce emissions do not impact negatively on developing countries. Tourism and export horticulture are important contributors to poverty reduction in many poor countries and these sectors should be supported to increase their pro-poor benefits and reduce their climate change impact. There is a need for more research into low carbon options which are appropriate for poor countries and for mechanisms to facilitate knowledge and technology transfer. The Copenhagen Conference to decide the successor to the Kyoto Agreement must agree stringent emission reduction targets or increase the risk of more severe climate change impacts.

Why does the Japanese government often alter its course of action under pressure from the United States, even when doing so apparently undermines Japan's own interests? Japan's marked responsiveness to U.S. preferences regarding foreign aid policy appears counterintuitive, since Japan's demonstrated capability to donate funds rivals and has previously surpassed that of the U.S. In Limits to Power, Akitoshi Miyashita posits that Japan's deference to the will of the U.S. results from Japan's continuing role as the more dependent partner in the two countries' interdependent diplomatic and economic relationship. Miyashita critically reviews the existing literature on Japanese foreign aid, then tests his own argument against five case studies.
