This paper identifies the key causal factors behind farmers' marketing decisions in Mozambique. A two-step decision making process is modeled. Farmers decide, first, whether or not to participate in the market and, second, how much to market. The model is estimated using a Heckman switching regression approach. Marginal effects are calculated for the poor and the nonpoor and broken down into a market participation component and a quantity (sales value) component. The key importance of non-price factors such as technology, transport infrastructure, farm environment and area characteristics come out clearly. The marginal effects for the poor are not substantially different from those of the nonpoor, suggesting that differences in assets and area characteristics are more important than differences in underlying behaviour. Moreover, inducing farmers previously not in the market appears more important for total sales than focusing economic policy on those already in the market. To achieve pro-poor rural growth it is therefore essential to address explicitly the conditions of high-risk, low productivity and low capital endowments of poor farmers.

This assessment, reflecting poverty's many dimensions in Mozambique, combines multiple disciplines and diagnostic tools to explore poverty. It draws on a combination of approaches and tools from three separate analytical diagnostics developed by the World Bank: poverty assessment, country gender assessment, and country social analysis. It uses monetary, human, and social indicators and combines quantitative and qualitative approaches to understand trends in poverty and the dynamics that shape them. The objective is to support the development and implementation of pro-poor policies that really work by taking poverty's multiple dimensions into account. Because Mozambique has not collected nationally representative household survey data measuring poverty status and outcome indicators since 2003, the report focuses primarily on the changes in poverty and household community welfare through that year. When data are available after 2003, the assessment uses them, including data from a special non representative survey developed for this report-the poverty and vulnerability survey. The starting point for the analysis uses multiple quantitative and qualitative indicators that describe levels of and changes in opportunities and outcomes for households and communities in Mozambique since 1997. A dramatic increase over the past fifteen years in domestic pork demand and production in the Philippines has created a potentially profitable opportunity for poor rural and agricultural households. In Southern and Central Luzon, the two biggest markets, however, smallholder pig producers hold only a minority share of total production compared to larger commercial farms. This report seeks to assess the scope for smallholders to remain in business by analyzing the relative profitability of small and large farms. Using field data from pig-producing households, the researchers assess the role of internal and external factors in determining a household's participation in production and marketing and examine the combination of technical and allocative efficiency exhibited by specific farms under particular circumstances. They conclude that the smallest-scale pig producers will not survive market competition and will require alternative occupations. Many others, however, could profit from pig production if policy and institutional changes ensure their access to inputs, to animal health services that can guarantee output quality, and to markets for higher quality output. These findings are a valuable contribution to poverty reduction efforts in the Philippines.
